Organizational Context
The UN Economic Commission for Africa (UNECA) is a regional commission promoting economic and social development in its member states. The North Africa office in Rabat focuses on structural transformation and employment creation, particularly for youth and women. It addresses challenges in public debt management and fiscal policies across African nations, aiming to enhance fiscal resilience and sustainable finance to support development priorities and climate action.
Job Purpose
This role supports UNECA's project 'Enhancing Fiscal Resilience and Sustainable Finance in Africa'. The project aims to help African governments manage growing debt burdens and unlock sustainable development opportunities. The Expert on Debt Sustainability will contribute by conducting research, analyzing debt management strategies, and supporting the development of policy recommendations. The position is crucial for building capacity in national debt management offices, fostering sustainable finance mechanisms, and ensuring macroeconomic stability aligned with SDGs and climate objectives.
Responsibilities
The Expert on Debt Sustainability will provide research and analytical support, including literature reviews, data collection, and analysis on debt sustainability and financing strategies. They will prepare research summaries, policy briefs, and technical reports, identifying key trends. The role involves supporting project implementation, including drafting budgets, monitoring progress, and ensuring compliance with project guidelines. Coordination and administrative tasks include providing secretariat support to committees, organizing meetings, and maintaining project databases. Logistical support for workshops and missions, communication assistance, and other duties as required for project success are also expected.
Work Experience
Requires at least 5 years of professional experience in economic research and project management, ideally with UN or international development institutions. Proficiency in MS Office and statistical analysis tools is necessary. Experience in debt sustainability and a strong interest in volunteerism for development are desirable.
Skills
Key competencies include professionalism, planning and organizing, accountability, and teamwork. Strong interpersonal skills, cultural sensitivity, and the ability to work collaboratively are essential. The candidate must be adaptable, effective in a challenging environment, and capable of working in a multicultural team. Solid computer literacy, self-motivation, and the ability to meet tight deadlines are also required. Expertise in finance, accounting, administration, project management, programme development, and strategy is beneficial.
