Organizational Context
The United Nations Economic Commission for Africa (UNECA) promotes economic and social development in its member states, fostering regional integration and international cooperation. The North Africa Office in Rabat focuses on structural transformation and employment creation for youth and women. Many African nations face significant challenges with public debt management and fiscal policies, impacting essential services and climate action commitments. UNECA's project "Enhancing Fiscal Resilience and Sustainable Finance in Africa" aims to address these issues by building capacity in debt management offices and developing sustainable finance mechanisms.
Job Purpose
This UNV assignment supports UNECA's "Enhancing Fiscal Resilience and Sustainable Finance in Africa" project, addressing critical debt sustainability challenges faced by North African governments. The role will contribute to improving public debt management practices and enhancing fiscal space to finance national development priorities, including climate action and Sustainable Development Goals. The incumbent will provide research, analytical, and logistical support to project activities, including organizing workshops, developing policy briefs, and facilitating communication. The aim is to assist member states in better managing their debt and attracting sustainable finance, thereby promoting macroeconomic stability and economic development in the region.
Responsibilities
The Expert on Debt Sustainability will provide research and analytical support, including conducting literature reviews, data collection, and analysis on debt sustainability, public finance, and sustainable financing strategies. This includes reviewing debt management reports and preparing research summaries, policy briefs, and technical reports. The role also involves supporting project implementation by assisting with budget drafting, monitoring, and ensuring compliance with project guidelines. Coordination and administrative tasks include providing secretariat support to committees, organizing meetings, preparing official documents, and maintaining project databases. Logistical support for workshops and field missions, including travel arrangements and material preparation, is also required. Communication responsibilities involve assisting in drafting mission reports and developing external communication materials. The incumbent will perform other duties as needed for successful project implementation.
Work Experience
A minimum of 7 years of professional work experience in economic research and project management is required, with at least 5 years of relevant experience. Experience with the UN or international development institutions is advantageous. Proficiency in MS Office applications and statistical analysis tools is necessary. The candidate should possess excellent communication, interpersonal, and organizational skills, with the ability to work effectively in a multicultural environment and under demanding deadlines.

Excellent interpersonal skills, cultural sensitivity, and the ability to work collaboratively are essential. Strong analytical and research capabilities, proficiency in MS Office and statistical software, and effective communication and reporting skills are required. The candidate should be self-motivated, able to work with minimal supervision, and possess an interest in debt sustainability and development programmes.
