Associate Durable Solutions Officer
Organizational Context
UNHCR leads international efforts to protect refugees and find durable solutions. In Thailand, lacking a national asylum framework, UNHCR partners to provide protection, advocacy, and capacity-building for stateless persons, refugees, and asylum-seekers. The country hosts individuals fleeing conflict, particularly from Myanmar, with recent progress in granting refugees legal employment, fostering inclusion and self-reliance. UNHCR's strategy balances inclusion, programming, and protection interventions, prioritizing vulnerable groups for resettlement.
Job Purpose
This role supports UNHCR's durable solutions strategy in Thailand, focusing on resettlement and inclusion for refugees and asylum-seekers, particularly those from Myanmar residing in camps along the border. The Associate Durable Solutions Officer will contribute to developing and implementing work plans to meet resettlement objectives, conduct interviews, and ensure accurate data management. A key aspect involves supporting child protection activities and ensuring Best Interests Assessments/Determinations are conducted appropriately. The position aims to enhance case identification, referral processes, and overall efficiency in achieving durable solutions, while systematically applying an Age, Gender, and Diversity perspective.
Responsibilities
The Associate Durable Solutions Officer will implement resettlement Standard Operating Procedures (SOPs), enhancing case identification and referrals via ProGres. Responsibilities include developing a durable solutions workplan for the Mae Hong Son Field Office, outlining monthly, quarterly, and annual resettlement submission targets. The role involves conducting durable solution interviews with integrity, reviewing and submitting Resettlement Referral Forms, and monitoring activities for progress, transparency, and efficiency. Additionally, the officer will support and develop child protection workplans, monitor partner activities (COERR), and ensure smooth Best Interests Assessment/Determination processes, acting as a BID supervisor. Accurate data entry into UNHCR databases, undertaking field missions, and assisting resettlement country selection missions are also key duties. A systematic Age, Gender, and Diversity perspective must be applied throughout all processes.
Work Experience
A minimum of three years of relevant professional experience is required. This includes experience in conducting interviews, analyzing and reporting on beneficiary situations, and possessing strong research and analytical skills. Previous work in International Refugee Law and Human Rights Law, counseling asylum seekers or refugees, and experience with vulnerable or traumatized individuals is beneficial. Proficiency in drafting, documentation, data presentation, reporting, and computer literacy are also necessary.

Essential skills include strong communication, planning, and organizational abilities. The role requires professionalism, integrity, and a commitment to continuous learning and client orientation. Adaptability, flexibility, and the ability to build trust and work effectively in teams are crucial. Experience in community development and crisis/emergency response is desirable. A systematic application of an Age, Gender, and Diversity perspective is expected in all aspects of the work.
