Organizational Context
UN-Habitat Angola (AGO) operates in a context marked by significant displacement due to regional conflicts and natural disasters, particularly floods. Many remote and flood-prone areas face critical challenges in accessing aid, rebuilding livelihoods, and securing land tenure. Angola's Vision 2050 emphasizes modern land governance, including GIS, to manage migration, inform recovery planning, and target aid effectively. UN-Habitat is collaborating with national authorities, local communities, and international partners to establish a secure, technology-driven land information system.
Job Purpose
This role supports Angola's national vision for modern land governance by leveraging Geographic Information Systems (GIS) and cadaster data. The primary purpose is to analyze migration trends, map vulnerable populations (IDPs, refugees, host communities), and inform short- to medium-term aid distribution in flood-affected and remote areas. The specialist will contribute to developing area-based plans that integrate land tenure security, early recovery, and conflict prevention, focusing on reducing resource competition. The assignment aims to build a secure, technology-enabled land information system that supports peacebuilding and helps Angola recover from disasters and displacement, ensuring no one is left behind.
Responsibilities
The UN Volunteer will analyze migration trends using GIS and cadaster data to map IDPs, refugees, and host communities in flood-affected and remote areas, identifying priority zones for recovery. Responsibilities include supporting the development of a modern cadaster framework integrating migration dynamics, land use, and environmental vulnerabilities, aligning with Angola Vision 2050. The role involves assisting in designing aid targeting mechanisms based on spatial analysis to ensure resources reach vulnerable populations. The volunteer will contribute to area-based development plans linking land tenure security, early recovery, and conflict prevention, focusing on reducing competition over natural resources. Collaboration with the Korean Appraisal Board on data security and capacity building for national land registries is required. The role also includes supporting community-police dialogues with spatial data, participating in inter-agency working groups, and documenting lessons learned through technical reports and presentations.
Work Experience
A minimum of 3 years of relevant experience is required. This includes experience in Geographic Information Systems (GIS) applied to migration, displacement, or humanitarian contexts; land administration, cadaster, or spatial data management; and working with government counterparts or UN agencies on recovery or development planning. Proficiency in GIS software (e.g., ArcGIS, QGIS), data visualization, map production, and analytical writing is necessary. A basic understanding of land tenure and conflict sensitivity is also required.
