Job Purpose
This role supports UNICEF Mozambique's project, funded by Education Cannot Wait (ECW) and in collaboration with the Ministry of Education and Culture (MEC), to improve access to quality pre-primary and primary education. The assignment focuses on responding to the impact of floods by facilitating the construction of temporary learning spaces, rehabilitating damaged schools, and implementing resilient infrastructure solutions. The objective is to ensure safe and continuous learning for affected children, promoting disaster risk reduction and school resilience through technical support in assessments, design, procurement, supervision, monitoring, and coordination of construction works, while strengthening the capacity of local counterparts and partners.
Responsibilities
Develop and review tender documents and bidder applications in collaboration with the Ministry of Education and Culture (MEC) and other partners. Support the assessment, design, and budgeting of construction activities, inspecting execution as required. Conduct post-damage assessments for quality assurance on built and recovered infrastructures. Undertake surveys, prepare measurements, budgets, and specifications, and participate in the acquisition of materials and equipment. Conduct periodic monitoring and inspection visits to project sites to ensure adherence to technical standards and best practices. Support training sessions for district technicians, building masters, communities, NGOs, and partners. Provide technical assistance to government and MEC counterparts through coordination meetings on public social infrastructure construction, particularly procurement. Support data collection, analysis, and reporting of construction activities for government, donors, and partners.
Work Experience
Requires a minimum of 3 years of relevant experience in procurement, engineering, or construction works, specifically in public building and school infrastructure projects, with knowledge of Mozambique's procurement processes. Experience in disaster-resilient construction and collaboration with government institutions, NGOs, and local communities is highly desirable.
Skills
Key competencies include accountability, adaptability, creativity, judgment, planning, organization, professionalism, and self-management. Technical skills encompass procurement and contract management, public building and school construction, project planning and supervision, disaster-resilient construction, structural design, stakeholder engagement, and proficiency in MS Office, GIS, and CAD software. Excellent communication, interpersonal, and reporting skills are essential.
