Organizational Context
UNICEF's core mission is to advance the rights of every child globally, focusing on equity for the most disadvantaged. In Mozambique, UNICEF has been active for nearly 50 years, working to save children's lives, defend their rights, and help them reach their full potential. The country faces significant vulnerabilities due to its geographic location, leading to frequent natural hazards like floods and cyclones, exacerbated by poverty and public health emergencies. This assignment supports UNICEF's efforts to enhance disaster information management systems for the National Institute for Disaster Management and Risk Reduction (INGD).
Job Purpose
This UN Volunteer assignment aims to significantly improve the disaster information management systems and data visualization capabilities of Mozambique's National Institute for Disaster Management and Risk Reduction (INGD). The incumbent will transition INGD from traditional data management tools like Excel to more dynamic platforms, enabling real-time analysis and visualization of disaster impacts. This role is crucial for enhancing the understanding of disaster effects on vulnerable populations, including children, and facilitating better information sharing among humanitarian partners. The ultimate goal is to strengthen INGD's capacity for evidence-based planning, analysis, and response to climate-related shocks and other emergencies, thereby improving resilience and support for affected communities.
Responsibilities
The UN Volunteer will be responsible for enhancing data collection, review, and visualization processes for the National Institute for Disaster Management and Risk Reduction (INGD). Key duties include developing and improving data visualization products such as dashboards and snapshots, ensuring data accuracy and flow, and proposing adjustments for product enhancement. The volunteer will design new visualization tools, including interactive geospatial displays of disaster impacts, and test their functionality. A significant part of the role involves training INGD information officers and focal points on using these new platforms. Additionally, the volunteer will support needs assessment processes, integrate data from various assessment tools, explore system linkages, and assist in migrating developed platforms to INGD's servers. The role also includes contributing to the broader UNV mandate by promoting volunteerism and sharing field experiences.
Work Experience
Requires at least 3 years of professional experience in data management, analysis, and visualization using platforms like Tableau or Power BI. Experience with developing scripts for system interoperability via Rest APIs, database development and management, and digital data collection tools (e.g., KoboToolBox, ODK) is essential. Experience with ETL data flow implementation using JavaScript or similar languages is also required. Experience in designing and delivering capacity-building initiatives is a strong asset. Familiarity with the UN system or international development organizations is beneficial.
Skills
Key competencies include Accountability, Adaptability and Flexibility, Building Trust, Client Orientation, Commitment and Motivation, Continuous Learning, Communication, Creativity, Ethics and Values, Integrity, Knowledge Sharing, Planning and Organizing, Professionalism, Respect for Diversity, Self-Management, and Technological Awareness. Expertise in Community Development, Crisis and Emergency Response, and Development Programmes is also required. Strong computer literacy, including proficiency in MS Office, database management, and data visualization software, is essential.
