Job Purpose
The Infrastructure Specialist will be part of the Nature, Climate, Environment, and Resilience Unit (UNCER), implementing the "Green Horizon" portfolio. This role involves contributing to other portfolios based on specialized needs. The specialist will work under the general authority of the UNCER Team Leader and direct supervision of the "Green Horizon" Portfolio Coordinator. Key interactions will include government ministries, regional authorities, local stakeholders, implementing partners, and UNDP teams at regional, inter-regional, and central levels. The assignment aims to leverage infrastructure development to support Madagascar's transition towards sustainable, inclusive, and resilient development, particularly within the context of climate change and natural resource management.
Responsibilities
The Infrastructure Specialist will provide technical expertise for infrastructure projects, focusing on the "Green Horizon" portfolio and supporting other UNDP initiatives. Key duties include developing technical documents for decision-making and partnerships, identifying and selecting infrastructure works, and conducting/documenting technical studies and cost estimates. The role involves reviewing and approving construction plans and related documents submitted by service providers. A significant aspect is ensuring skills transfer to team members, partners, and target groups. Responsibilities also encompass initiating, technically supervising, and monitoring rehabilitation and new construction works, ensuring quality assurance through inspections, progress tracking, and adherence to contract terms. Collaboration with stakeholders to establish infrastructure management, maintenance, and sustainability systems is crucial. The specialist will contribute to procurement processes for service providers, offer technical advice to UNDP projects, and document lessons learned and best practices. Ensuring compliance with social and environmental standards for infrastructure development is also a core responsibility.
Work Experience
Requires three years of relevant experience in implementing rural road projects, infrastructure works, and similar initiatives. Proficiency in IT tools (Word, Excel) and infrastructure design software is necessary. Knowledge of public procurement codes and rural engineering is desirable. Experience with UNDP management procedures is an asset. An affinity for environmental issues, climate change resilience, disaster risk reduction, and the UN system is preferred.
