Associate Human Rights Officer
Organizational Context
The United Nations Interim Administration Mission in Kosovo (UNMIK), established by Security Council Resolution 1244 (1999), aims to ensure peaceful and normal life for all inhabitants. Its overarching objectives include strengthening peace, security, and stability, and promoting and protecting human rights. The mission operates within the specific context of Kosovo as defined by the aforementioned resolution, focusing on creating an environment conducive to these goals.
Job Purpose
The Associate Human Rights Officer will support the Human Rights Office within UNMIK, reporting to the Human Rights Officer and Chief of the Human Rights Office. The role involves gathering and reporting on the human rights situation, collaborating with various stakeholders, and drafting human rights-related documents. The incumbent will assist in preparing reports for international mechanisms, identifying human rights issues through research and analysis, and maintaining contact with local authorities and civil society. A key contribution will be developing initiatives to address human rights problems and integrating a gender perspective into all activities, ensuring a comprehensive approach to human rights protection and promotion in Kosovo.
Responsibilities
The Associate Human Rights Officer will gather and report on the human rights situation in their area of responsibility, collaborating with UN entities, civil society, and communities. They will draft various human rights reports and briefings. The role includes assisting in researching, coordinating, and preparing reports for European and international human rights mechanisms on behalf of UNMIK. The officer will contribute to identifying and analyzing human rights issues and problems, and participate in discussions on integrating these issues into political, humanitarian, and economic efforts. Responsibilities also involve establishing and maintaining contacts with local authorities, international organizations, and civil society, developing initiatives to address human rights challenges, and integrating a gender perspective into all activities. Assistance with project implementation and other related duties as required are also part of the role.
Work Experience
A minimum of 3 years of relevant experience is required in Human Rights, Political Affairs, Rule of Law, or International Law, with a specific emphasis on human rights monitoring and reporting. Experience in a United Nations common system field operation or a similar international organization in a post-conflict setting is considered an advantage.
Skills
Key competencies include strong communication, professionalism, and the ability to work effectively in teams. Expertise in legal affairs is also required. The role necessitates experience in human rights monitoring and reporting, and ideally, experience within international organizations in post-conflict environments.
