Job Purpose
This role serves to coordinate and technically support the inter-agency PSEA Task Force in Madagascar, ensuring the effective implementation and monitoring of the national PSEA action plan. The position will represent PSEA in relevant coordination mechanisms and provide strategic support to the Resident Coordinator (RC) on PSEA matters, including risk assessment and resource mobilization. A key objective is to strengthen the PSEA Complaints and Feedback Mechanism (CFM) by harmonizing SOPs and referral pathways, and enhancing capacity building for focal points. The role also focuses on integrating PSEA into the UN Sustainable Development Cooperation Framework (UNSDCF) and promoting community engagement and accountability to affected populations, ensuring a coherent and sustainable PSEA response aligned with national systems and UN standards.
Responsibilities
The Inter-Agency PSEA Coordinator will operate under the direct supervision of the Resident Coordinator (RC). Key responsibilities include: Inter-agency Coordination and PSEA Governance: Coordinating and technically supporting the PSEA Task Force, collaborating with co-chairs, and supporting the development, implementation, and monitoring of the national PSEA action plan. Representing PSEA in relevant coordination bodies like the UN Country Team (UNCT) and Humanitarian Country Team (HCT). Strategic Support to RC Leadership: Providing technical analysis and contributions for RC briefings and reports on PSEA, assisting in preparing RC's accountability communications, conducting risk assessments (IARA), and mobilizing resources for the action plan. Community Feedback Mechanism (CFM): Supporting the coordination and strengthening of the inter-agency CFM, including harmonizing Standard Operating Procedures (SOPs) and referral pathways, and building the capacity of focal points for handling sensitive complaints. Capacity Building and Programmatic Integration: Facilitating inter-agency training on PSEA, survivor-centered approaches, and safe referrals. Promoting the integration of PSEA into the UNSDCF, cluster strategies, and humanitarian/development frameworks. Community Engagement and Accountability: Supporting the development of collective PSEA communication and awareness-raising strategies, and ensuring close coordination with Accountability to Affected Populations (AAP) and Communication with Communities (CwC) actors for coherence and community trust.
Work Experience
Requires a minimum of 7 years of relevant professional experience in humanitarian and/or development contexts, specifically in PSEA, protection, Gender-Based Violence (GBV), safeguarding, or accountability. Demonstrated experience in inter-agency coordination, network facilitation, or supporting governance mechanisms is essential. Experience within the UN system or international organizations is an asset. Proficiency in advising senior management and working with diverse stakeholders is required.
