Organizational Context
UNICEF, the United Nations Children's Fund, is supporting the Democratic Republic of Congo's government in response to the Ebola virus disease (EVD) outbreak. The outbreak, identified in May 2026, has spread across multiple provinces, with significant case numbers and fatalities. Community attitudes and beliefs, coupled with security challenges, complicate response efforts. UNICEF aims to recruit National UN Volunteers to bolster risk communication and community engagement (CREC) activities, focusing on reducing transmission risks.
Job Purpose
This role supports UNICEF's efforts to strengthen the Risk Communication and Community Engagement (CREC) pillar of the Ebola response in the Democratic Republic of Congo. The National UN Volunteer will be deployed to health zones to enhance health system communication and community engagement strategies. The primary goal is to reduce the risk of Ebola virus contamination and propagation by ensuring communities have accurate knowledge about the disease, accept prevention measures, and actively participate in identifying cases and contacts. The volunteer will also build the capacity of community actors and organizations, including women and youth groups, on EVD prevention, conduct social analyses, document best practices, and provide regular analytical reports on SBC/CREC interventions.
Responsibilities
Under the administrative supervision of the Field Office SBC Officer and technical supervision of the National SBC-Emergency Officer, the volunteer will be based at the Central Office of a Health Zone. Key responsibilities include: collaborating on the planning and implementation of CREC activities with partners; participating in CREC pillar meetings for the Ebola Response; ensuring data consolidation on partner interventions within the monitoring and evaluation system; contributing to community engagement interventions with local stakeholders; updating the directory of communication channels and partner contacts monthly; participating in Ebola response meetings to advocate for the CREC pillar; and regularly reporting on interventions, successes, and challenges to the Zonal Health Officer and Zonal CREC Coordination. The volunteer will also work closely with government and other key partners on the ground. Expected outcomes include maintaining high community knowledge of EVD, strengthening capacities of community organizations and media on SBC, ensuring regular social data collection on behavior change and rumor management, documenting lessons learned, and producing monthly analytical reports.
Work Experience
No prior experience is required. However, at least one year of relevant experience in social and community mobilization, observation, and working with communities is desirable.
Skills
Required competencies include adaptability, flexibility, solution-orientation, integrity, ethical conduct, respect for diversity, and organization. Expertise in social work and community development is also mentioned.
