Organizational Context
UNICEF, the United Nations Children's Fund, operates in the Democratic Republic of Congo, supporting the government's response to the Ebola virus disease (EVD) outbreak. The outbreak, identified in May 2026, has spread across multiple health zones in Ituri, North Kivu, and South Kivu provinces. The volatile security situation and community mistrust pose significant challenges to implementing effective health and hygiene measures. UNICEF aims to strengthen risk communication and community engagement efforts.
Job Purpose
This role supports UNICEF's efforts to combat the Ebola virus disease outbreak in the Democratic Republic of Congo. The Community Mobilizer will be stationed in health zones to enhance risk communication and community engagement (CREC) strategies. The primary goal is to improve community knowledge about Ebola, encourage acceptance of surveillance and treatment measures, and foster positive behaviors to reduce transmission. The volunteer will work with local actors to implement community engagement interventions, strengthen capacities of community organizations, and support social data collection to inform the response and reduce the spread of the virus.
Responsibilities
Under the administrative supervision of the Social and Behaviour Change (SBC) Administrator and technical supervision of the National SBC-Emergency Administrator, the volunteer will:
- Monitor and implement CREC activities with partners involved in the Ebola response.
- Participate in CREC pillar meetings within the Ebola Response Committee.
- Ensure data on partner interventions is consolidated in the monitoring and evaluation system.
- Contribute to community engagement interventions in collaboration with local actors.
- Maintain an updated directory of communication channels and partner contacts.
- Attend meetings to ensure the CREC pillar is considered in decision-making.
- Report regularly on interventions, successes, and challenges to the Zonal Health Chief and Zonal CREC Coordinator.
Key objectives include:
- Maintaining community knowledge of Ebola at 90% and ensuring acceptance of surveillance and treatment.
- Strengthening capacities of community organizations, including women's and youth groups, on EVD prevention.
- Supporting regular social analyses through data collection.
- Documenting best practices and lessons learned in SBC.
- Submitting monthly analytical reports on SBC/CREC interventions.
Work Experience
No prior experience is required. However, at least one year of relevant experience in social/community mobilization, observation, and working with communities is desirable.
Skills
Key competencies include adaptability, flexibility, solution-orientation, integrity, ethical conduct, respect for diversity, and organizational skills. Expertise in social work and community development is also noted.
