Organizational Context
UNICEF, the United Nations Children's Fund, is operating in the Democratic Republic of Congo amidst a volatile Ebola virus disease (EVD) outbreak. The epidemic, identified in May 2026, has spread across multiple health zones in the Ituri, North Kivu, and South Kivu provinces. Community resistance and mistrust towards health measures pose significant challenges to response efforts in this complex security environment. UNICEF is recruiting national UN Volunteers to bolster risk communication and community engagement.
Job Purpose
This role aims to strengthen UNICEF's support to the Congolese government in managing the Ebola outbreak through enhanced risk communication and community engagement (CREC). The national UN Volunteers will be deployed to health zones to improve health system communication and foster community engagement, thereby reducing the risk of Ebola virus transmission. The objective is to ensure communities have a high level of knowledge about Ebola, accept prevention measures, and actively participate in identifying cases and contacts. The volunteers will also build the capacity of local organizations and document best practices to inform ongoing and future public health interventions.
Responsibilities
Under administrative supervision from the Field Office SBC Administrator and technical supervision from the National SBC-Emergency Administrator, the volunteer will be based at a Health Zone Central Office. Key duties include: monitoring and implementing CREC activities with partners involved in the EVD response; participating in CREC pillar meetings of the Ebola Response Committee; ensuring data on partner interventions is consolidated in the monitoring and evaluation system; contributing to community engagement interventions with local stakeholders; updating the zone's communication channels directory monthly; attending all Ebola response meetings to advocate for the CREC pillar; and regularly reporting on interventions, successes, and challenges to the Zonal Health Officer and Zonal CREC Coordinator. The volunteer will also work collaboratively with government and other key partners on the ground.
Work Experience
No prior experience is required. However, one year of relevant experience in social/community mobilization, observation, and working with communities is desirable.
Skills
Key competencies include adaptability, flexibility, solution-orientation, integrity, ethical conduct, respect for diversity, and organizational skills. Expertise in social work and community development is also noted.
