Senior Infrastructure and Economic Analysis Engineer
Organizational Context
The United Nations Environment Programme (UNEP) in Ukraine supports the country's efforts to monitor, assess, mitigate, and remediate environmental damage caused by the war. Established in March 2023, the Kyiv office collaborates with national and local authorities, civil society, and academia to foster a sustainable, climate-resilient, and green recovery. UNEP's work aligns with Ukraine's National Recovery Plan and promotes environmentally sound reconstruction, supported by initiatives like the DREAM digital ecosystem for project management.
Job Purpose
This role supports the strengthening of technical and economic appraisal for infrastructure investments within Ukraine's DREAM digital ecosystem. The Senior Infrastructure and Economic Analysis Engineer will be embedded within the Ministry of Development of Communities and Territories to conduct robust technical reviews and economic feasibility assessments. The objective is to ensure that infrastructure investments align with green recovery principles, long-term resilience goals, and national priorities, contributing to a sustainable and environmentally sound reconstruction process in Ukraine.
Responsibilities
Conduct technical reviews of infrastructure project proposals (energy, water, municipal) within the DREAM platform. Coordinate and implement urban infrastructure restoration projects with international financial institutions (IFIs) and donors. Assess projects for economic viability, fiscal sustainability, and alignment with green recovery and low-emission development objectives. Review technical specifications and designs for feasibility and compliance. Identify opportunities for energy efficiency and climate resilience. Support the development of project prioritization methodologies and investment planning frameworks aligned with EU standards and IFI requirements. Provide technical input for recovery strategies and policy documents. Advise ministry departments on infrastructure investment aspects and engage with stakeholders on appraisal methodologies. Analyze regional needs, identify project risks (cost overruns, delays), and recommend corrective actions. Prepare analytical briefs and reports, document best practices, and support capacity-building activities in infrastructure economics.
Work Experience
Requires a minimum of 7 years of professional experience in civil or urban infrastructure engineering. This includes demonstrated experience in technical review of engineering documentation and working with or supporting IFI/donor-funded programs (e.g., EBRD, World Bank, EIB). Familiarity with Ukrainian regulatory frameworks and EU standards is an asset.
