Organizational Context
UNICEF's core mission is to promote the rights of every child globally, focusing on equity for the most disadvantaged. In Benin, UNICEF partners with the government on a 2024-2026 country program covering health, education, child protection, and social inclusion. Interventions are community-based in six departments. The region faces significant threats from the Sahel crisis, epidemics, and floods, exacerbated by armed group activity leading to displacement, making effective information management crucial for decision-making and response.
Job Purpose
This role supports UNICEF Benin's efforts in managing information critical for decision-making and coordinating humanitarian responses, particularly in the context of the Sahel crisis and its impact on children. The specialist will contribute to the implementation of the Benin Agency for Civil Protection's annual action plan and the Humanitarian Action for Children (HAC) 2025. By establishing and maintaining information databases, consolidating and disseminating essential data, and ensuring data quality, the role directly supports effective coordination among local and international actors. The aim is to ensure a response tailored to the needs of vulnerable populations, enhancing the efficiency of humanitarian action and contributing to the protection and well-being of children in crisis-affected areas.
Responsibilities
The Information Management Specialist will support coordination and planning by assisting in the implementation of the Benin Agency for Civil Protection's action plan and the Humanitarian Action for Children (HAC) 2025. This includes representing the organization in inter-organizational coordination and information management mechanisms, updating strategic documents, and establishing/maintaining information databases for decision-making. The role involves updating monthly participant reports and 5W (Who does What, Where, When, For Whom) data, and collaborating with other humanitarian information management specialists. Responsibilities also include compiling and aggregating contextual and emergency-specific data, ensuring data quality, and implementing effective data collection, storage, and analysis processes. Developing and updating a results database for key social indicators, identifying data gaps, and providing data analysis from surveys and field reports are key. The specialist will support the creation of infographics, situation reports, and proposals, and use GIS for mapping and promoting data standards. Developing Power BI dashboards for internal and external use, supporting accountability to affected populations, and providing data management support to agency sub-offices are also required. Capacity building through training partners and teams on information management tools and data standards, and promoting GIS and data visualization tools are essential.
Work Experience
Three years of professional experience in information and data management, or technological management, particularly within emergency preparedness and response in a large international organization. Proven knowledge and experience with Power BI, Adobe Illustrator, and GIS are highly desirable. Demonstrated technical experience in developing and using innovative technologies, especially in data, mobile use, and open-source solutions, including training in these areas, is strongly preferred. Proficiency in the Microsoft Office environment (Excel, Word, PowerPoint, SharePoint, Access) is required.
Skills
Key competencies include Responsibility, Adaptability and Flexibility, Commitment and Motivation, Continuous Learning, Communication, Creativity, Ethics and Values, Integrity, Knowledge Sharing, Planning and Organizing, Professionalism, Respect for Diversity, Self-Management, Technological Awareness, and Teamwork. Specific technical skills include Information Technology, Crisis and Emergency Response, and Development Programmes.
