The UN Volunteer will be based in the Sikasso area office, supporting the implementation of UNICEF Mali's Social Inclusion program components within the framework of the UNICEF Strategic Plan 2022-2025 and the Country Programme Document 2020-2026.
Job Purpose
The UN Volunteer will be based in the Sikasso area office, providing support for the implementation of UNICEF's Social Inclusion program components in the regions covered by the office. Working with the Social Policy Section of UNICEF Mali Country Office, the volunteer will contribute to achieving results outlined in the strategic plan and country programme. The Social Inclusion component aims to strengthen political advocacy and social dialogue on children's rights and well-being, and to support the sustainable decentralization of social services through enhanced accountability mechanisms, inclusive planning and budgeting, and quality data production for accountability and transparency at the decentralized level.
Responsibilities
Under the overall supervision of the Sikasso Area Office Chief and technical supervision of the Social Policy Section Chief, the UN Volunteer will: 1. Effectively implement the Social Protection component in the Sikasso area office's coverage zones. This includes providing technical support for the implementation of the social protection component, particularly in operationalizing the unified social registry (RSU) for targeting, communication, enrollment, payments, and monitoring. The role involves strengthening links with other social protection interventions and cash transfer programs, ensuring timely fund transfers according to UNICEF's HACT procedures, supporting program planning and monitoring, and fostering knowledge sharing on social protection programs. Regular monitoring and reporting are also key. 2. Enhance the capacity of local authorities for planning, budgeting, consulting, and monitoring child-centered social services. This involves collaborating with local authorities to improve policies, planning, budgeting, consultation, and accountability processes to better meet community needs. It also includes strengthening their capacity for collecting and analyzing quality data for policy development, planning, implementation, coordination, and monitoring of essential social services, with a focus on community participation and accountability.
Work Experience
A minimum of three years of relevant professional experience in social protection and cash transfer programs is required. Experience in local governance, decentralized and participatory planning and budgeting is a significant asset. Familiarity with emergency situations is also beneficial. Previous work experience at the regional level in Mali is required. Excellent written and oral French communication skills are essential.
