Job Purpose
This role supports the final evaluation of the "Leaving No One Behind (LNOB)" regional project focused on reducing adolescent pregnancy in Central American coastal communities. The purpose is to provide an independent assessment of the project's results against key criteria like relevance, efficiency, and sustainability. The evaluation aims to identify lessons learned and critical factors influencing implementation in complex, multi-ethnic contexts. Findings will inform strategic decision-making, enhance UNFPA's contribution to Afro-descendant development, and guide future regional programming. The Associate will act as a key liaison, manage evaluation phases, and ensure adherence to UNFPA quality standards.
Responsibilities
Under the Regional Advisor's supervision, the volunteer will monitor the regional project by developing and implementing a monitoring plan with a dashboard to track progress nationally and regionally across project countries (Panama, Honduras, Belize, Costa Rica, Guatemala). Responsibilities include providing technical assistance for the LNOB Final Evaluation, managing and planning the evaluation process to ensure it is technically sound, participatory, and meets quality standards. This involves developing detailed monitoring plans with technical sheets and data collection instruments, creating interactive dashboards for progress tracking, and supporting periodic reports. The role also entails supporting the evaluation manager by serving as the primary liaison with the external consultant team, providing inputs, and assisting with detailed work plans for field missions and interviews. Additionally, the volunteer will coordinate the technical review of evaluation products and organize meetings for the Evaluation Reference Group.
Work Experience
Requires a minimum of 1 year of experience in monitoring, follow-up, or evaluation. Proficiency in data visualization tools (e.g., Power BI, Looker Studio, Tableau, advanced Excel) is essential. Experience working with Afro-descendant or indigenous populations and in intercultural contexts is desirable. Experience in data analysis, the UN system, or international development organizations is advantageous. Basic computer skills (Word, Excel, PowerPoint) are necessary.
