Education Specialist (Monitoring and Reporting)

Job Purpose
The Education Specialist (Monitoring and Reporting) will provide crucial technical, operational, and administrative support to UNICEF's education programs in Cameroon. This role is vital for tracking the progress of education policies and interventions, ensuring accountability, and driving equitable learning outcomes. The specialist will be responsible for systematically collecting and analyzing data, conducting routine monitoring through field visits and evaluations, and reporting on resource utilization. By identifying implementation bottlenecks and institutionalizing lessons learned, the position directly contributes to the development and effective execution of education strategies, ultimately supporting UNICEF's mission to ensure every child survives, learns, is protected, and fulfills their potential.
Responsibilities
The Education Specialist (Monitoring and Reporting) will support UNICEF's education programs by managing the programming process from planning to delivery. Key functions include:
Programme Monitoring and Data Analysis: Systematically collect, evaluate, and analyze data on education policies and interventions. Conduct routine monitoring via field visits and participate in annual evaluations with partners. Track and report on the use of programmatic resources to ensure compliance.
Reporting and Knowledge Management: Draft sections for donor reports, annual reviews, and emergency reports. Identify and report critical issues and bottlenecks to management. Maintain records of assessments and evaluations to capture lessons learned for future planning.
Technical Support and Partnership Building: Provide technical assistance to field offices and partners for data and report quality. Offer operational guidance to government counterparts and local stakeholders. Build and sustain partnerships with local authorities, donors, and UN agencies. Collaborate with partners to share monitoring results and coordinate actions. Assist in drafting situation analyses and sectoral goals. Identify innovative practices and build local stakeholder capacity.
Work Experience
A minimum of three years of professional experience in education program planning, management, and/or research is required. Experience in education program management, coordination, monitoring, and evaluation is an asset. Experience in emergency settings or developing countries, and within the UN system, is also considered a strong asset.
