Organizational Context

The United Nations Development Programme (UNDP) operates in Sudan, focusing on transition support, peacebuilding, climate resilience, and economic improvement. As the UN's global development network, UNDP in Sudan manages grants for HIV, TB, and malaria programs. The current conflict has severely impacted health systems, especially in Darfur and Kordofan, creating hard-to-reach areas with significant access challenges. UNDP is establishing a field presence in El-Geneina, West Darfur, to strengthen oversight in the region.

Job Purpose

This role is established to strengthen UNDP's oversight in Darfur, Sudan, amidst ongoing conflict that has disrupted health systems. The Programme and Supply Chain Coordinator will be based in El-Geneina and provide regional oversight across all Darfur states. The primary purpose is to ensure effective coordination, implementation, monitoring, and delivery of critical TB, HIV, and malaria programs. The position is crucial for maintaining essential health services in challenging, hard-to-reach areas affected by insecurity, damaged infrastructure, and limited access, contributing to UNDP's mandate of empowering resilient nations and improving health outcomes.

Responsibilities

The Programme and Supply Chain Coordinator will oversee TB, HIV, and Malaria programs across Darfur states, ensuring alignment with national strategies. Key duties include participating in coordination platforms, mapping service delivery points, and organizing review meetings. The role involves conducting field supervision visits to monitor implementation, assess service quality, and evaluate partner performance. Responsibilities extend to managing the supply chain for essential commodities, ensuring uninterrupted availability through effective planning, logistics, and last-mile distribution. This includes coordinating with national bodies like NMSF and FMoH. Furthermore, the position requires robust monitoring and evaluation of both program and supply chain performance, including data quality assurance, reporting, and identifying/escalating risks to ensure continuous improvement and effective service delivery in a complex environment.

Work Experience

A minimum of five years of progressive experience is required in programme management, supply chain management, operations, or monitoring and evaluation. Experience working in conflict-affected areas, supporting program resumption and service expansion, is highly desirable. Experience with diverse stakeholders, the public health sector, and specific knowledge of the Darfur region and its context are also important. Proficiency in MS Word and strong report-writing skills are necessary.

Essential skills include emergency preparedness, crisis response, knowledge of general and specialized medicine, logistics, procurement, and commodities management.
