Job Purpose
This role supports the integration of HIV prevention and sexual and reproductive health (SRH) services in Angola, targeting key and vulnerable populations. The Technical Officer will manage program implementation, monitoring, reporting, and resource mobilization, collaborating with government and civil society partners, and the UN HIV Joint Technical Team. A key responsibility includes coordinating UNFPA's technical support to the Angolan government on effective condom programming and data monitoring. The position aims to enhance triple protection strategies, support comprehensive sexuality education, and contribute to sustainable financing mechanisms for HIV/AIDS prevention and treatment, aligning with UNFPA's transformative results.
Responsibilities
The HIV/AIDS and SRH Technical Officer will manage program implementation, monitoring, and reporting for UNFPA-Angola's HIV/AIDS priorities, ensuring integration with SRH services, including adolescent-friendly health services and comprehensive sexuality education. Responsibilities include developing and implementing sustainability strategies for these services, providing technical assistance to the National HIV program on condom programming for triple protection, and coordinating with the UN Joint Technical Team for HIV/AIDS. The role involves generating evidence, documenting best practices, and supporting workshops. Additionally, the officer will contribute to advocacy and resource mobilization for sustainable HIV/AIDS financing, engage in proposal development (e.g., Global Fund), and strengthen partnerships for integrated SRHR services. This includes assessing policy implications, advocating for rights-based programming, and coordinating with government bodies and civil society organizations for combination HIV prevention programs.
Work Experience
A minimum of 3 years of progressively responsible experience in Sexual and Reproductive Health and Rights (SRHR) and HIV/AIDS programming is required, encompassing project development, implementation, monitoring, and evaluation. Experience providing technical assistance to government and civil society partners, particularly within regional or global programs (e.g., PEPFAR, Global Fund), is essential. Experience in resource mobilization and program/project management, including proposal design and partner liaison, is highly desirable. Familiarity with the UN system or UNFPA is an asset.
