Gender and PSEA Coordinator

Organizational Context

The UN Resident Coordinator’s Office (UNRCO) in Lao PDR supports and coordinates the United Nations Country Team (UNCT) to advance national development priorities and the Cooperation Framework. It promotes inter-agency coordination, policy coherence, partnerships, and collective action across the UN system. This role, hosted by UNRCO, focuses on strengthening collective UN accountability and progress on gender equality, women's empowerment (GEWE), and the Prevention of Sexual Exploitation and Abuse (PSEA) within the UNCT.

Job Purpose

The UN Volunteer will support inter-agency coordination and provide technical assistance on Gender Equality and Women's Empowerment (GEWE) and Prevention of Sexual Exploitation and Abuse (PSEA) within the UN Country Team (UNCT) in Lao PDR. The role is crucial for strengthening UN system-wide coordination, implementation, monitoring, and reporting to ensure collective progress on GEWE and PSEA accountability commitments. This involves supporting the implementation of the UNCT PSEA Country Action Plan and the UNCT-SWAP Gender Equality Scorecard, facilitating inter-agency collaboration, and coordinating relevant mechanisms like the Gender Theme Group and PSEA Network to enhance collective accountability and results.

Responsibilities

The UN Volunteer will provide technical and coordination support for the implementation of the UNCT PSEA Country Action Plan, working with UN agencies and partners to enhance prevention, awareness-raising, and reporting mechanisms. Responsibilities include supporting the coordination and implementation of the UNCT-SWAP Gender Equality Scorecard, facilitating inter-agency collaboration, monitoring progress, compiling evidence, and supporting annual reporting. The role involves coordinating and facilitating inter-agency mechanisms, such as the Gender Theme Group and PSEA Network, to strengthen collective UN system efforts on GEWE mainstreaming and PSEA accountability. Additionally, the volunteer will contribute to monitoring progress, annual reporting, and assessing UNCT performance, identifying opportunities to strengthen collective accountability and results, and supporting the inclusion of PSEA clauses and gender integration in the Cooperation Framework.

Work Experience

A minimum of 3 years of relevant work experience is required, preferably in programme coordination or coordination with multi-stakeholder partners. Experience working within the UN or other international development organizations is an asset. Experience promoting gender equality and women's empowerment is essential. Understanding of gender equality issues within a development context and knowledge of the SDGs are also important.

Strong communication and interpersonal skills are essential for effective liaison and collaboration with diverse stakeholders. Professional capacity includes excellent analytical skills, sound judgment, ability to work under pressure, teamwork, and a self-motivated approach. Expertise in Administration, Communication, and Development programmes is beneficial.
