Organizational Context
The United Nations Interim Security Force for Abyei (UNISFA) operates under the UN Department of Peacekeeping Operations, mandated to support the Abyei Police Service, monitor troop redeployment, provide de-mining assistance, facilitate humanitarian aid, and protect oil infrastructure. UNISFA is also authorized to protect UN personnel, facilities, civilians, and the area from unauthorized incursions. The procurement function within UNISFA is critical for ensuring the timely and efficient acquisition of goods and services essential for mission operations in a complex field environment.
Job Purpose
The UN Volunteer will support the UNISFA procurement unit by managing end-to-end procurement processes in strict compliance with UN regulations. This role is crucial for ensuring transparency, accountability, and achieving the best value for money in all transactions. The assignment focuses on enhancing procurement efficiency, supporting accurate planning and evaluation phases, and fostering effective coordination with both internal and external stakeholders. By contributing to these efforts, the UN Volunteer will play a key role in ensuring uninterrupted mission support and improving overall operational performance within a challenging and dynamic operational setting.
Responsibilities
Under the direct supervision of the Chief Procurement Officer, the UN Volunteer will be responsible for reviewing and revising specifications, terms of reference, and scopes of requirements for goods and services to ensure clarity and efficiency. This includes preparing detailed source selection plans, drafting solicitation documents (ITBs, RFPs, RFQs), and conducting thorough commercial and financial evaluations of bids and proposals. The role involves ensuring all recommendations are logical, justified, and compliant with UN regulations. Additionally, the volunteer will prepare and process Purchase Orders and contracts, monitor supplier performance and delivery, and maintain accurate procurement records and logs. Collaboration with internal stakeholders for updates and problem-solving, and proactive contribution to process improvements are key. The volunteer will also perform other assigned duties, demonstrating flexibility and professionalism.
Work Experience
A minimum of three years of relevant professional experience is required, specifically in procurement within international organizations, Peace Operations, or Governmental/Military Operations. Experience with Enterprise Resource Planning (ERP) systems is also necessary. Experience in procuring high-value and complex requirements is considered desirable for this role.
