Job Purpose
This role will significantly contribute to UNFPA Angola's Country Programme Document (CPD) by supporting the planning, implementation, monitoring, and evaluation of interventions focused on improving adolescents' and youth's access to quality SRHR services. The position will specifically focus on adolescent-friendly health services, comprehensive sexuality education, and menstrual hygiene management. A key aspect of the role involves supporting the Country Office in developing innovative partnerships, mobilizing resources, and establishing sustainable financing mechanisms for SRH initiatives. The incumbent will lead results-based planning, monitoring, reporting, and evaluation for the Maternal and Newborn Health Fund and other programmatic areas, ensuring alignment with UNFPA's strategic objectives and contributing to evidence-based programming and decision-making.
Responsibilities
The Senior Planning, Monitoring & Evaluation and Reporting Officer will lead results-based strategic planning, monitoring, reporting, communication, and evaluation for the Maternal and Newborn Health Fund (MNHF) and other CPD outputs. Key responsibilities include providing strategic guidance for MNHF annual allocations, contributing to annual and mid-year reviews, and developing quality M&E frameworks. The role involves overseeing the monitoring of results against targets, supporting project reviews, facilitating field monitoring, and ensuring data quality. The officer will also oversee reporting to internal and external stakeholders, compile and analyze data for analytical reports, and develop quality results reports for the MNHF. Additionally, the position will provide technical support for the implementation of the UNFPA Evaluation Policy, contribute to evaluation processes, and ensure evaluation results are incorporated into program formulation. The role also emphasizes contributing to knowledge management, promoting results-based management principles, and documenting/disseminating best practices and lessons learned.
Work Experience
A minimum of 7 years of relevant national or international experience in monitoring, reporting, and evaluation, with a proven track record in designing and implementing monitoring systems, preferably in SRHR, maternal/newborn health, or gender-based violence. Experience with data collection/analysis software and knowledge of SRHR indicators are required. Experience in the UN system, UNFPA, or similar organizations, and field experience are highly desirable. Strong analytical, report writing, planning, and communication skills are essential.
