Its strategic plan focuses on ending preventable maternal deaths, unmet needs for family planning, and gender-based violence. In Angola, a country facing rapid population growth and high rates of unmet family planning needs, UNFPA's 9th Country Programme Document aims to improve access to sexual and reproductive health and rights services, particularly for adolescents and vulnerable populations.

Job Purpose

This role will support the planning, implementation, monitoring, and evaluation of interventions aimed at enhancing adolescents' and youth's access to quality sexual and reproductive health services in Angola. The position will focus on adolescent-friendly health services, comprehensive sexuality education, and menstrual hygiene management. A significant portion of the role will involve supporting the Maternal and Newborn Health Fund, contributing to its planning, M&E, and reporting. The incumbent will also contribute to other programmatic areas, fostering innovative partnerships, resource mobilization, and sustainable financing mechanisms for sexual and reproductive health within the country.

Responsibilities

The Senior Planning, Monitoring & Evaluation and Reporting Officer will lead results-based strategic planning, monitoring, reporting, communication, and evaluation for the Maternal and Newborn Health Fund and other UNFPA Angola Country Programme Document outputs. Key responsibilities include providing strategic guidance on annual planning and reviews, developing M&E frameworks, and supporting the implementation of work plans. The role involves overseeing the tracking of results against targets, facilitating project reviews, supporting field monitoring, and ensuring data quality. Additionally, the officer will manage reporting to internal and external stakeholders, contribute to evaluation processes in line with UNFPA policies, and promote a culture of results-based management and knowledge sharing. This includes documenting and disseminating best practices and lessons learned.

Work Experience

Requires at least 7 years of relevant national or international experience in monitoring, reporting, and evaluation, with a proven track record in designing and implementing monitoring systems, preferably in Maternal and Newborn Health, SRH, or Gender-Based Violence. Experience with data collection/analysis software, RBM, UN/UNFPA systems, and field work is highly desirable. Strong analytical, report writing, planning, and communication skills in Portuguese and English are essential.
