Organizational Context
The United Nations Children's Fund (UNICEF) is dedicated to safeguarding the rights of children and adolescents globally. Operating in over 190 countries since 1946, UNICEF focuses on survival, development, protection, and social participation. In the Dominican Republic, UNICEF collaborates with the government to strengthen public policies for early childhood development, education, health, child protection, and social protection, particularly for vulnerable populations.
Job Purpose
This UNV assignment supports UNICEF's efforts in the Dominican Republic to prevent early unions, adolescent pregnancy, and violence against children by enhancing national public policy coordination. The volunteer will be integrated into the Ministry of the Presidency's Public Policy Lab (LabPP), assisting in the implementation of the Public Programs and Interventions Bank (BPIP). This national platform maps and systematizes state programs. The role will improve the availability and quality of child-focused public policy information and identify opportunities for synergy between UNICEF programs and the STEM Accelerator initiative led by MINPRE.
Responsibilities
Under the supervision of the Social Policy Officer, the Volunteer will establish contact with assigned child sector institutions for the BPIP data collection process. Responsibilities include training institutional focal points on the BPIP application, providing technical support for data entry, and ensuring information consistency, completeness, and relevance. The volunteer will perform necessary corrections, apply established categorizations (including SDG targets), and monitor progress and response rates, reporting weekly. Additionally, the role involves identifying and mapping UNICEF programs for potential linkage with the STEM Accelerator target population, acting as a liaison between UNICEF and the Accelerator team, and preparing technical notes and analytical inputs to support identified articulation opportunities. Support for other operational or technical needs within the Experimental Public Policy Department may also be required.
Work Experience
A minimum of 3 years of relevant experience is required, specifically in public policies, social programs, plans, and projects, with a focus on the child sector or social protection. Experience in public institution engagement and inter-institutional coordination is essential. Technical knowledge of the Dominican Republic's public planning and investment system, data collection and validation methodologies, and data collection platforms is necessary. Experience with monitoring systems and prior work with international organizations are desirable.
Skills
Key competencies include autonomy in work management, results orientation, data analysis capabilities, and the ability to prepare compliance and monitoring reports. Strong communication and facilitation skills for working with government institutions are essential, along with adaptability. Expertise in development programs, economics and finance, and information technology is also relevant.
