Programme Management Officer
Organizational Context
The United Nations Interim Administration Mission in Kosovo (UNMIK), established by Security Council Resolution 1244 (1999), aims to ensure peaceful living conditions, strengthen peace and security, and promote human rights for all inhabitants of Kosovo. The mission operates within the framework of this resolution, focusing on stability and human rights protection in the region.
Job Purpose
The Programme Management Officer will support the Office of the Chief of Staff (OCoS) in developing and implementing core planning processes and whole-of-mission plans for mandate execution. This role is crucial for enhancing the mission's effectiveness by contributing to budgeting processes, including the Results-Based Budget framework and performance reports. The incumbent will also support audit and oversight functions, and contribute to integrated action plans for key initiatives like Action for Peacekeeping Impact and the UN Disability Inclusion Strategy, ensuring alignment with UN objectives.
Responsibilities
The Programme Management Officer will contribute to budgeting processes by supporting the preparation of the Mission’s Results-Based Budget framework and performance reports, compiling and analyzing budget proposals, and monitoring performance data. This includes ensuring timely input from sections into Umoja-SMA and preparing quarterly reports. The role also involves supporting annual budgetary hearings and assisting with responses to the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Fifth Committee.
Furthermore, the incumbent will enhance accountability, transparency, and governance by supporting audit and oversight processes, including coordinating with the Office of Internal Oversight Services (OIOS) and the Board of Auditors, gathering inputs, and monitoring the implementation of recommendations.
Additionally, the role contributes to integrated action plans for initiatives such as Action for Peacekeeping Impact and the UN Disability Inclusion Strategy. This involves coordinating input gathering, participating in programme/project development and evaluation, monitoring implementation, identifying issues, and proposing solutions. Research, data analysis, and support for consultative meetings are also key functions.
Work Experience
A minimum of 3 years of overall work experience is required, with at least 2 years in Programme Management/Planning. Experience in UN peace operations, project management, performance assessment systems (like CPAS), or Enterprise Resource Planning (ERP) tools is desirable.
