Organizational Context
The United Nations Population Fund (UNFPA) is the leading UN agency dedicated to achieving a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. Operating globally since 1969, UNFPA focuses on women and youth, with gender equality central to its mandate. In Bolivia, UNFPA's Country Programme 2023-2027 aims to ensure women, adolescents, and girls, especially the most vulnerable, can exercise their sexual and reproductive rights autonomously and live free from violence.
Job Purpose
This role contributes to achieving universal access to Sexual and Reproductive Health (SRH) and contraception, aiming to reduce unintended pregnancies and unmet needs for family planning. The position operates within a human rights, gender, intercultural, and intersectional framework, aligning with Sustainable Development Goals and national health policies. Key activities include improving the availability and choice of contraceptive methods, including long-acting reversible contraceptives (LARCs) and post-obstetric event contraception (AIPEO). The role also involves designing strategies to expand access, strengthen capacities of health personnel, and enhance the delivery of comprehensive SRH services through evidence-based policy dialogue and capacity development with the Ministry of Health.
Responsibilities
Provide technical assistance to state counterparts and implementing partners to strengthen the supply and demand of essential sexual, reproductive, and adolescent health information and services. This includes improving the availability of contraceptive methods, particularly LARCs and AIPEO, and strengthening the implementation of quality, intercultural care standards. Enhance national and sub-national capacities for contraceptive demand projection, procurement, and distribution, ensuring availability to the last mile. Develop capacities of key actors, including health personnel, to provide age-appropriate, culturally relevant, and inclusive SRH services. Expand and diversify the contraceptive methods available through a Total Market Approach (TMA) and design integrated service delivery models. Consolidate strategies to scale up the use of available contraceptive methods, focusing on vulnerable populations. Support the design and planning of SRH research, sustainable financing for contraception, and knowledge management. Review technical norms, guides, and protocols related to contraception and family planning. Conduct planning, monitoring, and evaluation of work plans with counterparts and partners. Prepare progress and closure reports for SRH projects and provide continuous feedback to the monitoring and evaluation system.
Work Experience
A minimum of 7 years of experience in Public Health is required. Additionally, 15 years of general experience is needed, including at least 4 years in designing or implementing sexual and reproductive health programs focused on adolescent pregnancy prevention or maternal mortality reduction. Two years of experience working with international cooperation agencies is also required. Advanced knowledge of contraceptive eligibility criteria, clinical protocols, and national health/family planning policies is essential.
