Job Purpose
The UN Volunteer will support IOM's Housing Programme by monitoring housing and infrastructure projects, including repairs and rehabilitation of damaged buildings. This role involves close coordination with colleagues, partners, and municipalities to ensure project implementation aligns with government priorities and recovery plans. The incumbent will also assist in construction activities for other IOM programmes, overseeing contractors and laborers. The primary goal is to contribute to durable housing solutions for IDPs and vulnerable groups, ensuring projects meet quality, safety, and budgetary standards while adhering to IOM's policies and procedures.
Responsibilities
Monitor construction activities and contractors on-site, tracking progress against workplans and budgets, and reporting delays. Assist in quality control, documenting progress, and reporting necessary changes from original designs. Conduct technical assessments of damaged buildings and engineering networks, compiling observations for repair proposals. Ensure strict compliance with Health and Safety (H&S) measures, reporting any issues. Assist in drafting Bills of Quantities and Bills of Materials, and coordinate with the Supply Chain Unit on procurement. Support the integration of Housing, Land, and Property (HLP) issues and update programme trackers for cost, schedule, quality, and H&S. Review as-built documentation and compile inputs for project reports, maintaining proper project filing. Adhere to PSEA policies and participate in coordination meetings with external stakeholders.
Work Experience
Requires 7 years of experience in supporting construction or rehabilitation projects, including site monitoring, documentation, and contractor coordination. Experience liaising with governmental authorities, international institutions, and UN agencies is essential. Prior work with vulnerable groups and international humanitarian organizations is advantageous. Familiarity with construction Health & Safety practices, Ukrainian building codes, and proficiency in design/planning software (e.g., AutoCAD, MS Project) are also required.
