The mission supports government efforts in migration management, combating human trafficking, and promoting inclusive policies. IOM's Housing Programme specifically aims to provide durable solutions by increasing access to safe, affordable, and energy-efficient housing for vulnerable groups, aligning with national priorities and recovery plans through various rehabilitation and construction interventions.

Job Purpose

This role supports IOM's Housing Programme in Ukraine, contributing to durable solutions for internally displaced persons and vulnerable groups by expanding access to safe and energy-efficient housing. The UN Volunteer will assist in monitoring housing and infrastructure projects, including repairs and rehabilitation of damaged buildings. This involves direct supervision of construction activities, coordination with partners and municipalities, and overseeing the work of contractors and laborers. The position also supports infrastructure repairs for other IOM programs, ensuring projects align with government priorities and municipal recovery plans, and contributing to the overall mission of enhancing living conditions and recovery efforts.

Responsibilities

Monitor construction activities and contractors on-site, tracking progress against work plans and budgets, and reporting delays. Assist in quality control, documenting progress, and reporting necessary changes or corrections. Conduct technical assessments of damaged buildings and engineering networks, compiling observations for repair proposals. Ensure strict compliance with Health and Safety (H&S) measures, reporting any issues. Assist in drafting Bills of Quantities and Bills of Materials, and coordinate with the Supply Chain Unit on procurement. Support the integration of Housing, Land, and Property (HLP) issues and update programme trackers for cost, schedule, quality, and H&S. Review as-built documentation and compile inputs for project reports, maintaining proper project filing. Adhere to PSEA policies and participate in coordination meetings with external stakeholders.

Work Experience

Requires 7 years of experience in supporting construction or rehabilitation projects, including site monitoring, documentation, contractor coordination, and reporting. Experience as a site engineer or construction site manager is essential. Familiarity with construction Health & Safety practices, Microsoft Office Suite, and planning software is needed. Knowledge of Ukrainian building codes and proficiency in design software like AutoCAD are also required.
