Risk Communication and Community Engagement Specialist
Organizational Context
UNICEF is dedicated to promoting the rights and well-being of every child globally, working in 190 countries to support vulnerable and excluded children. In Nepal, UNICEF supports the Government in public health emergency preparedness through Risk Communication and Community Engagement (RCCE). This role is crucial for promoting protective behaviors, disseminating accurate information, and combating misinformation, especially in the post-COVID-19 era, by revitalizing the national Crisis Media Hub.
Job Purpose
This role supports the reactivation and strengthening of Nepal's national Crisis Media Hub within the National Health Education, Information and Communication Center (NHEICC). The specialist will enhance coordinated RCCE systems by improving community and media engagement, capacity building, and social listening. The objective is to generate evidence-based communication strategies to address critical behavioral challenges in Nepal, including harmful social norms, low uptake of essential health services, misinformation, and resistance to climate-friendly behaviors. The position ensures timely, evidence-based communication for both emergency preparedness and routine health programs.
Responsibilities
The UN Volunteer will establish and operationalize a social listening system to monitor media and public concerns, producing regular reports and recommending communication responses. Responsibilities include leading the production and dissemination of accurate, audience-centered multimedia content (PSAs, infographics, animations) for routine health and emergency situations. The role involves supporting the organization of RCCE coordination meetings, maintaining partner mapping, and facilitating inter-ministerial and multi-sectoral coordination for health emergencies. Additionally, the specialist will contribute to updating the national RCCE strategy, developing a centralized content repository, implementing media and private sector engagement strategies, strengthening community engagement mechanisms, mapping and engaging influencers, and providing capacity building for health workers and officials.
Work Experience
A minimum of 7 years of overall experience is required, with at least 5 years in risk communication, RCCE, media engagement, journalism, or emergency/crisis communication. Demonstrated experience in social listening, rumor management, multimedia content production, and coordination with government and development partners is essential. Proficiency in multimedia production tools and strong coordination skills are necessary.
