Job Purpose
The UNV Programme Policy Officer will support WFP Myanmar's School Meals and Asset Creation and Livelihoods (ACL) programmes. This role involves providing technical and operational support for program implementation, monitoring performance, and ensuring alignment with workplans and donor commitments. The officer will also play a key role in strengthening partnerships with various stakeholders, including government entities, NGOs, and private sector actors, to enhance collaboration and service delivery. Furthermore, the position contributes to resource mobilization efforts by identifying funding opportunities and supporting proposal development, and assists in the strategic planning and visualization of WFP's program portfolio for future interventions.
Responsibilities
Provide technical and operational support for the effective implementation of school meal and ACL programmes across Myanmar. Monitor and analyze programme performance, including fund utilization, delivery, and beneficiary reach, ensuring alignment with workplans and donor commitments. Strengthen the capacity of Area Office teams in managing Field Level Agreements with cooperating partners, ensuring compliance with WFP policies. Guide Area Offices on new approaches for school meal and ACL programmes, including community engagement and resilience-building. Facilitate troubleshooting of operational bottlenecks to improve efficiency and programme quality. Design and maintain tracking mechanisms for financial expenditure, beneficiary numbers, and commodity flows. Support the production of reports, briefs, and dashboards for stakeholders. Engage with key stakeholders to enhance collaboration and identify operational synergies. Act as a focal point for strengthening partnerships with Japanese entities to foster programmatic collaboration. Map and analyze partnership opportunities to improve programme outcomes. Contribute to resource mobilization by identifying funding opportunities and preparing proposal inputs. Support strategic planning and visualization of WFP Myanmar’s programme portfolio and contribute to internal reviews for programme coherence and adaptive management.
Work Experience
Minimum of 3 years of relevant experience, including exposure to an international environment through direct work or interaction with international stakeholders. Experience in managing humanitarian and development projects in developing countries, collaborating with diverse stakeholders (NGOs, UN agencies, development partners), and engaging closely with local communities, including schoolteachers, caregivers, and community representatives.
