Associate Protection Officer
Organizational Context
The UN Refugee Agency (UNHCR) leads international efforts to protect refugees and resolve their problems worldwide, safeguarding their rights and well-being. Operating in 137 countries, UNHCR deploys personnel to diverse field locations. This role supports a JICA-funded project in Zambia aimed at strengthening the national asylum system and promoting inclusive responses to forced displacement. Job Purpose
The Associate Protection Officer will support the implementation of a JICA-funded project focused on enhancing protection and solutions for forcibly displaced persons in Zambia. This involves strengthening the national asylum system and promoting government-led responses to displacement. The role will address challenges posed by a large refugee population, including processing delays and protection risks. The officer will contribute to integrating displaced persons into national systems like education and health, and promoting sustainable solutions. Key activities include supporting asylum procedures, improving access to legal protection and services, and enhancing coordination among government, civil society, and development partners, contributing to both immediate service delivery improvements and long-term systems strengthening.
Responsibilities
The Associate Protection Officer will support government counterparts and partners in strengthening refugee reception, registration, documentation, and status determination procedures to improve efficiency and protection outcomes. This includes contributing to field-based activities, conducting missions to refugee-hosting areas, and identifying operational challenges. The role involves assisting in the organization and delivery of trainings and on-the-job support for government officials and partners. Coordination with government institutions, civil society, and other stakeholders will be crucial to enhance collaboration and referral pathways. The officer will monitor activity implementation, identify gaps and risks, and propose solutions. Responsibilities also include supporting data collection, analysis, and reporting for project activities, facilitating stakeholder dialogue, and contributing to community engagement to ensure interventions meet the needs of affected populations.
Work Experience
A minimum of 3 years of relevant experience is required, preferably in refugee protection, internal displacement, human rights, or international humanitarian law. Good knowledge of International Refugee and Human Rights Law and the ability to apply relevant legal principles are considered an advantage.
Skills
Core competencies include accountability, adaptability, flexibility, integrity, and respect for diversity. Expertise in development programmes, community development, and legal affairs is also relevant. A fluent command of English is required.
