Job Purpose
The Programme Management Specialist (UNV) will support the IFAD Pakistan Country Office in coordinating programmes, monitoring the portfolio, following up on mission findings, managing knowledge, and liaising with project stakeholders. This role is crucial for strengthening implementation support, documentation, reporting, and overall coordination across IFAD-financed projects in Pakistan. The incumbent will provide technical and coordination support for activities in rural development, climate-resilient livelihoods, rural enterprise promotion, and inclusive value chain development. This assignment aims to enhance the Country Office's capacity in coordination, analysis, and knowledge management, offering the UN Volunteer valuable professional learning and exposure to IFAD operations.
Responsibilities
The Programme Management Specialist will provide comprehensive support to IFAD's country programme in Pakistan under the direct supervision of the Country Director. Key responsibilities include supporting the implementation of country programme activities and ensuring alignment with national priorities. This involves preparing technical inputs, background notes, and analytical materials for agricultural development, rural livelihoods, and poverty reduction initiatives. The role also entails supporting project design and preparation through research and data consolidation, and monitoring IFAD-financed projects to ensure effective delivery and compliance with IFAD policies. Additionally, the specialist will assist in supervision, implementation support, and portfolio review missions by coordinating, documenting, and following up on agreed actions. Tracking portfolio performance indicators, identifying implementation issues, and providing coordination and technical support to Project Management Units (PMUs) are also key duties. The role further involves supporting coordination and communication with government institutions, development partners, and civil society, maintaining information exchange, preparing briefing materials for meetings, and contributing to knowledge management by preparing summaries and updates.
Work Experience
A minimum of seven years of experience supporting development programmes/projects with international organizations, UN agencies, or NGOs is required. Experience in programme coordination, implementation support, monitoring, reporting, or knowledge management is essential. Demonstrated ability to draft clear reports and communication materials is necessary. Experience in rural development, agricultural development, climate resilience, or value chains is an asset.
Skills
Key competencies include planning, organization, time management, and the ability to work independently under pressure. Strong teamwork, effective communication, and interpersonal skills are essential for building relationships in a multicultural environment. Analytical competence, initiative, good judgment, and proficiency in Windows-based computing (Word, Excel, PowerPoint) are required. Understanding of IFAD's Code of Conduct and ethical guidelines is also necessary.
