Job Purpose
This National UN Volunteer Expert role supports UNFPA's efforts in Benin to strengthen the supply chain for reproductive health and family planning products and implement Last Mile Assurance (LMA) activities. The incumbent will contribute to ensuring that essential health commodities reach the most remote health facilities and beneficiaries. This involves providing technical expertise in program implementation, supply chain management, and data analysis to identify and address bottlenecks. The role is critical for improving the accessibility and availability of reproductive health services and products, ultimately contributing to better health outcomes for women, adolescents, and young people in Benin.
Responsibilities
The National UN Volunteer Expert will support the implementation of the family planning program and supply chain management. Key responsibilities include: Program Implementation & Quantification: Assist in developing annual health system strengthening plans, provide expertise for HSS implementation and reporting, ensure alignment with national policies, support the drafting of the UNFPA Supplies Partnership Compact, analyze gaps, and contribute to operationalizing reproductive health supply chain policies. Supply Chain Management: Provide technical support for quantification, procurement planning, and order tracking of reproductive health/family planning products. Support the implementation of logistics management systems (storage, distribution, inventory) and identify/propose solutions for supply chain dysfunctions, promoting best practices. Last Mile Assurance (LMA): Contribute to LMA activities, monitor product distribution to health facilities, track product availability at the last mile, participate in field supervision and spot checks, and support LMA data collection, validation, and analysis. Monitoring, Data & Reporting: Collect, analyze, and interpret logistics data, contribute to performance indicators and dashboards, and produce regular reports. Coordination & Partnerships: Collaborate with the Ministry of Health and technical partners in reproductive health/family planning and supply chain management, participate in technical working groups, and provide technical support to stakeholders.
Work Experience
A minimum of 7 years of relevant professional experience is required, including experience in public health program management and supply chain management. Desired experience includes knowledge of logistics management systems (LMIS, SDVL, DHIS2 or equivalent), logistics data analysis, and inventory/distribution management. Strong analytical, problem-solving, reporting, organizational, planning, and communication skills are essential.
