Marine Ecosystems Management Specialist

Job Purpose
This role supports Panama's global leadership in ocean and climate action by contributing to the implementation of the National Ocean Policy and climate adaptation plans. The specialist will help align UNDP's "Ocean Promise" and "Climate Promise" initiatives with national priorities, strengthening governance and accelerating the implementation of Nationally Determined Contributions (NDCs). The assignment aims to foster inclusive, sustainable ocean economies and ensure nature-positive, climate-resilient outcomes. The specialist's work will be crucial in translating blue and climate commitments into tangible actions, supporting projects related to marine biodiversity, ecosystem restoration, and coastal resilience, thereby advancing UNDP's mission to reduce inequalities and build resilience.
Responsibilities
The UN Volunteer will support the implementation and management of marine and coastal conservation projects, including coral reefs, mangroves, seagrasses, blue carbon, and nature-based solutions. This involves providing technical assistance to government partners, conducting field missions, monitoring progress, and identifying solutions. The role includes contributing to blue economy and blue-carbon initiatives through data collection and feasibility assessments, and compiling best practices for dissemination. The specialist will assist in developing and reviewing project documents, concept notes, and proposals, and support resource mobilization efforts by identifying donors and developing partnerships. Additionally, the volunteer will draft technical documents, coordinate with regional and global UNDP initiatives, prepare progress reports, and organize workshops and technical events to facilitate multi-stakeholder coordination and ensure alignment with national priorities and UNDP's strategic goals.
Work Experience
A minimum of three years of relevant experience is required in designing and implementing environmental and marine ecosystem programs. This includes demonstrated expertise in coastal and marine conservation, restoration, and sustainable use, covering ecosystems like mangroves, coral reefs, and seagrasses. Experience in project management, resource mobilization, partnership development, monitoring, and reporting is highly desirable. Proficiency in collecting and systematizing best practices, producing communication materials, and organizing technical events is also beneficial.
