Inclusive Governance and Digital Analytics Associate
Organizational Context
The UN Development Programme (UNDP) is a leading UN agency dedicated to eradicating poverty, inequality, and climate change. In the Pacific, UNDP supports ten countries and provides regional assistance, focusing on data, policy, planning, and monitoring to achieve the 2030 Sustainable Development Agenda. The UNDP Pacific Office in Fiji strengthens national legislative assemblies, promoting democratic participation, representation, inclusion, and accountability through various projects. The office aims to support vulnerable populations and leverage cross-practice expertise.
Job Purpose
This role supports the UNDP Pacific Office's Effective Governance programme by strengthening democratic participation, representation, inclusion, and accountability within national legislative assemblies. The assignment focuses on developing analytical frameworks and data collection tools to understand the complex dynamics of political participation, both offline and digital. It aims to identify patterns of participation, analyze how digital ecosystems shape inclusion and exclusion, and assess parliamentary engagement with citizens. The goal is to generate evidence on intersectional inequalities, risks to inclusive participation, and emerging trends in online political discourse, ultimately contributing to UNDP's efforts to promote safe, inclusive, and representative democratic spaces in the Pacific.
Responsibilities
The Associate will develop analytical frameworks to identify barriers to political participation, including gender norms, social exclusion, and digital divides. Responsibilities include analyzing digital participation ecosystems and conducting intersectional analysis of participation based on gender, age, disability, and geography. The role involves performing social media analytics and digital listening to examine gender-based online violence, misinformation, hate speech, and political polarization. Additionally, the Associate will assess parliamentary engagement with citizens through formal and digital channels, produce analytical insights to inform programming, and conduct data validation and triangulation. A key contribution will be developing data-driven insights on women's political participation for the PACWIP initiative.
Work Experience
Requires 3 years of relevant experience, including research, data and digital analysis, and data visualization. Experience in developing data collection tools and analytical frameworks, and proficiency with social media analytics and digital listening methods are essential. Knowledge of gender equality, social inclusion, and intersectional analysis, particularly concerning digital narratives, is important. Experience with governance and parliamentary systems is an asset. Strong analytical writing and reporting skills, along with solid computer literacy, are necessary.
