Job Purpose
The United Nations Development Programme (UNDP) seeks a Results-Based Management (RBM) Specialist to provide focused, time-bound technical support to enhance RBM practices in programme and project planning, monitoring, and reporting. This role is critical during June-September 2026, a period involving key programming, reporting, and performance review processes. The specialist will align results frameworks, ensure quality of RBM documents, and build staff capacity in RBM application. The primary contribution will be reinforcing results orientation across all programmes and projects, improving the quality of indicators and theories of change, enhancing results reporting in Quantum, and supporting evidence-based decision-making to boost programme effectiveness and accountability.
Responsibilities
The Results-Based Management (RBM) Specialist will report to the Team Lead of the Management Performance and Oversight Team and coordinate with the Development Effectiveness Analyst and programme/project managers. Key responsibilities include:
Strategic Support: Review and strengthen the Pacific Office's Monitoring and Evaluation (M&E) Strategy, collaborating with project M&E teams. Facilitate the compilation and consolidation of results achieved under the Multi-Country Programme (2023-2027).
Quality Assurance and Technical Advisory: Ensure digital platform results (Quantum, Quantum+) comply with RBM standards. Conduct RBM-focused learning sessions, clinics, and workshops for programme teams. Provide input for developing a web-based results tracking system.
Capacity Development: Deliver targeted RBM coaching, mentoring, and on-the-job technical support to staff. Develop practical quality assurance tools, including checklists and guidance notes, for theories of change, results frameworks, and monitoring strategies. The specialist may also perform other RBM-related tasks as requested.
Work Experience
A minimum of 5-8 years of progressively responsible professional experience in Results-Based Management (RBM), programme planning, monitoring and evaluation, or results-oriented programme management within international development is required. Proven experience in developing/reviewing theories of change, logical frameworks, and results frameworks is essential. Experience in designing and developing web-based monitoring systems and Power BI dashboards is also required. Experience applying RBM within UN agencies or international organizations is highly desirable.

Expertise in Development programmes, Economics, and finance is also noted. Proficiency in RBM principles and application, along with experience in digital reporting platforms like Quantum, is crucial.
