Organizational Context
The World Health Organization (WHO), a specialized agency of the UN founded in 1948, aims to enable all people to attain the highest possible level of health. Operating under the authority of the WHO Country Office in the Republic of Congo, this mission supports the 13th General Programme of Work and the 2020-2023 operational strategy for revitalizing health districts. The initiative focuses on strengthening primary healthcare through technical support and scaling up interventions in priority districts.
Job Purpose
This role supports the revitalization of health districts in the Republic of Congo, aligning with WHO's strategic objectives for strengthening primary healthcare. The volunteer will assist district management teams in planning, implementing, monitoring, and documenting priority health interventions. Key contributions include developing annual and monthly action plans, facilitating the implementation of health strategies, optimizing health area supervision, and contributing to epidemiological surveillance bulletins. The position also involves supporting the establishment of decentralized health system bodies, ensuring data collection for tracer indicators, documenting best practices, enhancing data management capacity, promoting intersectoral collaboration, and evaluating intervention impact.
Responsibilities
Under the supervision of the District Health Officer and WHO program officers, volunteers will support district and departmental health directorates. Key responsibilities include:
1. **Annual Action Planning:** Assist in situation analysis, priority identification, and the development and validation of annual action plans, ensuring stakeholder dissemination.
2. **Revitalization Planning:** Support the development and sharing of monthly work plans with the WHO District Officer and aid in their implementation, submitting monthly progress reports.
3. **Action Implementation:** Drive programmed activities, including supporting four advanced strategies monthly, conducting active disease surveillance, organizing monthly health practice awareness sessions, participating in steering and monitoring committees, and attending monthly district team meetings.
4. **Health Area Supervision:** Contribute to the preparation and organization of health area supervisions, participate in at least one monthly supervision, and produce monthly supervision reports.
5. **Epidemiological Surveillance:** Participate in weekly data analysis meetings, contribute to weekly and monthly district surveillance bulletins, and ensure their dissemination.
6. **Decentralized Health Bodies:** Support the establishment of management bodies for health centers and hospitals lacking them, such as Departmental Health Councils and Management Committees, and report on their establishment.
7. **Indicator Data Collection:** Implement regular collection of health system tracer indicators, verify data quality, disseminate results, and ensure data entry into DHIS2.
8. **Best Practice Documentation:** Conduct operational research, develop publication-ready documents, and share findings and best practices.
9. **Data Management Capacity Building:** Organize training on health data management and analysis, provide resources, and assess district data management capabilities.
10. **Intersectoral Collaboration:** Foster alliances with other sectors to address social determinants of health, organize workshops, and evaluate initiative outcomes.
11. **Intervention Impact Evaluation:** Design periodic evaluations, analyze data to identify successes and areas for improvement, and provide recommendations.
Work Experience
A minimum of one year of relevant experience in public health, epidemiology, or social sciences is required. Experience in data collection, simple monitoring and evaluation, and training/knowledge transfer is desirable. The volunteer must be able to work within the specified regions of Congo and be available on a weekly basis.
Skills
Technical skills include knowledge of the health system, administrative tools, and activity planning/monitoring. Operational skills involve teamwork, clear communication, time management, information synthesis, and ethical conduct. Behavioral competencies include empathy, adaptability, problem-solving, initiative, and diplomacy. Fluency in French is required, with working knowledge of English being desirable. Basic computer skills (word processing, spreadsheets, email) are essential.
