Job Purpose
This assignment supports UNICEF's transversal program structure by ensuring effective, transparent, and compliant implementation of the Harmonized Approach to Cash Transfers (HACT) with implementing partners. The role contributes to the quality of programmatic and financial management by partners, risk management, and country office performance. It requires close collaboration with Finance, Operations, Logistics, and Program teams to align planning, budgeting, implementation, and expected results across various sectors including health, child protection, social policies, education, and adolescent development. The goal is to enhance partner performance and program delivery.
Responsibilities
Support program teams in planning, budgeting, and monitoring activities with implementing partners, ensuring alignment with government and UNICEF work plans and expected results. Ensure HACT framework implementation and partner compliance through spot checks, assessing financial document accuracy, cash delivery, program progress, and conducting programmatic follow-up visits. Strengthen implementing partners' capacities in project management, administration, finance, and accounting, assisting them in addressing recommendations from micro-assessments, spot checks, and audits. Support program teams in publishing expressions of interest and updating the UNPP platform, tracking partner selection processes, and managing long-term agreements (LTAs). Analyze partner financial reports and budget execution rates against planned results, identifying deviations and risks in fund utilization. Contribute to inventory reconciliation and monitoring, participate in supply planning, and identify logistical risks. Serve as a liaison between Program, Finance, Operations, and Logistics to facilitate communication and address operational needs. Provide technical support to partners on planning, administrative and financial management, and narrative/financial reporting.
Work Experience
Requires 5 years of relevant professional experience, including at least 2 years in managing partnerships with NGOs and governments, preferably with knowledge of the local context or prior UN experience. Demonstrated skills in financial, programmatic, and audit reporting, supply chain management, and partner capacity building are essential. Strong interpersonal skills, cultural sensitivity, and the ability to work collaboratively in diverse, demanding, and multicultural environments are necessary. Advanced proficiency in MS Office (especially Excel) and familiarity with UN management platforms are advantageous.
