Research Support on Portuguese Legal Framework regarding Coastal Management

Job Purpose
This role supports Surfrider Foundation Europe's coastal management thematic by researching the Portuguese legal framework. The objective is to inform the organization's strategy on nature-based solutions and coastal protection. The volunteer will contribute to a report by gathering information on relevant laws, stakeholders, and policies related to coastal management and nature-based solutions in Portugal. This research will help develop specific actions and a global strategy for coastal protection, focusing on reducing artificialization and promoting sustainable coastal adaptation methods.
Responsibilities
The volunteer will conduct comprehensive research on Portugal's coastal management and nature-based solutions. Key responsibilities include compiling a database of relevant websites, laws, and studies on coastal management and nature-based solutions in Portugal. The volunteer will draft a detailed summary (up to 6 pages) of the Portuguese legal framework for coastal management, identifying specific laws, responsible authorities, stakeholder roles, and funding mechanisms. Additionally, a summary (up to 2 pages) on nature-based solutions in Portugal will be prepared, detailing their integration into adaptation plans and funding availability. The volunteer will also identify key actors involved in coastal land management and risk mitigation.
Work Experience
Experience in legal and policy analysis, particularly in environmental law, coastal management, climate change policy, or spatial planning is required. Familiarity with Portugal's governance structure and knowledge of climate adaptation, coastal risks, and nature-based solutions are highly desirable. Experience reviewing policy documents and legislation is also beneficial.
Skills
Essential skills include strong analytical and research capabilities, excellent academic writing in English, and the ability to synthesize information. Proficiency in Portuguese (native level) is required, with fluent English being essential. Familiarity with concepts of coastal retreat, erosion, flooding, and nature-based solutions is important. Understanding of Portugal's governance structure and policy review experience are also key.
