Partnerships and Resource Mobilization Officer

UN Women has been operating in Afghanistan for two decades, focusing on gender equality and women's empowerment. The Country Office implements programs in Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security. Its work supports the Afghan government and civil society in advancing gender equality commitments and ensuring women's meaningful participation in peace and security processes. The organization operates from Kabul and five sub-offices across the country.
Job Purpose
This role leads strategic donor engagement, external positioning, and bilateral resource mobilization for UN Women's Afghanistan Country Office. The Officer will manage high-level relationships with Member States and bilateral partners, ensuring strategic positioning aligns with the office's Strategic Note and strengthening coherence across all partnership streams. The position requires providing strategic leadership on donor engagement, fundraising, agreement oversight, visibility, and cross-office coordination, reporting to the Partnerships & Resource Mobilization Specialist. The aim is to advance UN Women's strategic priorities and secure resources for gender equality initiatives in Afghanistan.
Responsibilities
The Partnerships and Resource Mobilization Officer will manage strategic engagement with Member States, bilateral donors, and government partners, building and sustaining high-level relationships. Responsibilities include representing UN Women in external forums, managing bilateral fundraising strategies and donor engagement plans, and guiding proposal positioning and messaging. The role involves developing donor narratives, coordinating high-level briefings and visibility events, and advising senior management on positioning opportunities. Additionally, the officer will provide strategic oversight across various partnership streams, ensuring consistent messaging and relationship management. Oversight of donor agreements, including negotiation and quality assurance, and maintaining data integrity in corporate systems are key. The position also requires coordinating internal workflows, providing functional guidance on proposal development and engagement, and strengthening internal processes and team coordination.
Work Experience
A minimum of 7 years of progressively responsible experience in resource mobilization, communications/advocacy, or business development is required. Essential experience includes bilateral donor engagement, high-level external representation, agreement negotiation, and working with Member States, civil society, and international institutions. Experience in gender equality and women's empowerment programming is also required. Experience within the UN system is highly desirable, as is experience providing functional leadership or workflow oversight. Proficiency in MS Office applications and web-based management systems is necessary.
