Staff Counsellor
Organizational Context
The United Nations Interim Administration Mission in Kosovo (UNMIK), established by Security Council Resolution 1244 (1999), aims to ensure peaceful living conditions, strengthen peace and stability, and promote human rights for all inhabitants of Kosovo. The mission operates within the specific context of UNSC Resolution 1244, focusing on consolidating security and fostering a normal life for the population.
Job Purpose
The Staff Counsellor will provide essential psychosocial support and counselling services to all UNMIK personnel, including civilian, national, military, police, and agency staff, particularly in emergency situations. This role involves assessing wellbeing needs, offering immediate support after critical incidents, providing clinical counselling, and facilitating referrals to relevant services. The incumbent will also play a key role in promoting staff wellbeing through various activities and initiatives, ensuring comprehensive support for personnel deployed across Kosovo and Belgrade.
Responsibilities
The Staff Counsellor will assess and address the psychosocial needs of all UNMIK personnel, providing individual and group counselling, defusing, and emotional first aid following critical incidents. Responsibilities include making appropriate referrals, offering clinical follow-up, and ensuring accessibility of services across various locations. The role involves collaborating with medical, HR, security, and other sections, coordinating with other counsellors, and providing conflict resolution support. Additionally, the incumbent will implement stress management and wellbeing activities, assist the Welfare Committee with recreational facilities and library services, and liaise with other UN agencies and NGOs. Training responsibilities include developing peer support groups and informational resources, conducting inductions for new personnel, and creating wellbeing materials. Administrative duties include monitoring program implementation, data collection, and reporting.
Work Experience
A minimum of 3 years of overall experience is required, with 5 years of relevant experience in providing clinical services such as counselling, trauma debriefing, and stress management. Experience in emergency management and specifically in critical incident management is mandatory.
