Job Purpose
The Programme Analyst will provide essential generalist project management support to IFAD's Lao PDR portfolio, based in Hanoi with travel to Lao PDR. The role is crucial for ensuring timely implementation, effective mission follow-up, and coordination with Project Management Units and government counterparts. The incumbent will support the Country Director and National Programme Coordinator through coordination, planning, reporting, portfolio monitoring, knowledge management, and innovation. A key aspect is bringing a technical specialization in areas like value chain development, rural finance, climate-smart agriculture, gender/youth inclusion, nutrition, or digital solutions for development.
Responsibilities
The Programme Analyst will support the IFAD Country Director for Lao PDR and the national coordinator. Key responsibilities include providing broad-based project management support for the Lao PDR portfolio, including daily follow-up with Project Management Units (PMUs) and government partners. This involves assisting with project monitoring (workplans, procurement, disbursements, risk flags, safeguards, results indicators) and tracking agreed actions from missions. The role includes coordinating mission preparation, drafting Terms of Reference, and providing practical support for implementation acceleration. The analyst will ensure timely consolidation of information for reporting requirements like COSOP updates and GAFSP. Additionally, they will organize and coordinate various missions (supervision, design, MTR, PCR), prepare mission dossiers, and maintain a tracker for mission recommendations. The role also involves documenting lessons learned, producing visibility materials, strengthening PMU knowledge management capacity, and supporting coordination with government, UN agencies, and development partners. Administrative support includes preparing briefing notes, assisting with contract management, and taking meeting minutes.
Work Experience
Requires at least three years of progressively responsible professional experience in development institutions or government service. Experience in rural project management, market development, and agricultural/rural development is desirable. Proficiency in communication, computer applications (Microsoft Office), and interpersonal skills is essential. Experience in country programme analysis or loan/grant administration with international financial institutions is an asset.
