Job Purpose
The UNDP Mali seeks a Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist to ensure the effective implementation of the "Mali Cotton Project." This role is crucial for guaranteeing results-oriented project execution. The specialist will be responsible for establishing and managing the project's MEAL system, providing technical support for activity coordination and operational management. The objective is to enhance intervention quality, support data-driven decision-making, and ensure accountability to all stakeholders. This position contributes to the project's goal of fostering sustainable development, economic empowerment, and environmental responsibility within Mali's textile sector.
Responsibilities
The MEAL Specialist will support project management and implementation by assisting in the design, planning, and execution of projects for vulnerable populations in the textile sector. This includes coordinating with stakeholders such as government bodies, NGOs, development partners, private sector entities, and local communities. The role promotes approaches focused on environmental sustainability, innovation, economic inclusion, and local development. Responsibilities also involve contributing to annual work plans, developing technical documents like Terms of Reference (ToRs) and concept notes, and supporting the organization of workshops, training, and field missions. The specialist will establish and manage the MEAL system, developing results frameworks with indicators, baselines, targets, and data sources. They will identify and apply appropriate data collection, processing, and analysis methods, utilizing digital tools for information management. Regular monitoring of activities, deliverables, and results, in collaboration with field teams and partners, is required. The role includes supporting evaluations (baseline, midline, endline) and ensuring the quality, traceability, and archiving of data. Producing periodic narrative reports for UNDP and financial partners, responding to donor requests, and facilitating the strategic use of MEAL data for adaptive management and risk mitigation are key duties. The specialist will also contribute to capitalizing on best practices and lessons learned, ensuring ethical standards, data protection, and accountability mechanisms for beneficiaries, including complaint and feedback management.
Work Experience
Requires a minimum of three years of relevant professional experience. Demonstrated experience in monitoring and evaluation and implementing projects funded by international technical and financial partners is essential. Proven experience in designing and implementing MEAL systems, including data collection, analysis, and management, is required. Experience in producing technical reports and reports for donors is also necessary.
