Job Purpose
The Programme Management Specialist will support UNDP's programme implementation in Kiribati, based within the Pacific Office in FSM. The role is crucial for strengthening risk and compliance management, enhancing oversight of the country portfolio, and promoting integrated approaches like Risk-Informed Development (RID) and Gender Equality, Disability, and Social Inclusion (GEDSI). The incumbent will foster effective coordination, support evidence-based decision-making, and ensure alignment with UNDP policies (POPP, HACT). A key aspect of the assignment involves capacity building and knowledge sharing to bolster institutional effectiveness and contribute to resilient, inclusive development outcomes in Kiribati, working collaboratively with government counterparts, partners, and UN agencies.
Responsibilities
The Programme Management Specialist will provide strong support in risk and compliance management for risk-informed programmatic and operational implementation in Kiribati. This includes monitoring results, conducting risk assessments, implementing mitigation actions, and managing partner risks according to Social and Environmental Standards (SES). The role involves following up on HACT and audits, analyzing findings, and supporting improvement plans. The specialist will integrate RID and GEDSI approaches across projects and partners, fostering cross-programme collaboration and advocating for these considerations in planning and budgeting. Additionally, the incumbent will support strategic planning and oversight of the country portfolio to ensure compliance with POPP and quality standards, identify joint programming opportunities, and prepare data analysis and reports. Effective coordination and partnership are essential, involving regular communication with counterparts, supporting field missions and donor visits, identifying synergies, and engaging communities. The role also includes capacity building and knowledge facilitation, providing training on HACT and POPP, promoting knowledge management, and supporting RID/GEDSI initiatives to strengthen institutional capabilities.
Work Experience
A minimum of 7 years of relevant experience in portfolio, programme, or project management is required. Experience in programme finance, operations, and risk management is considered an advantage. Certification in programme/project management (e.g., PRINCE, MSP, PMP) or accounting/audit areas is a distinct advantage. Strong knowledge of UNDP Enterprise Risk Management policy, Accountability Framework, POPP, and ERP platforms is highly desirable. Excellent interpersonal, communication, and computer literacy skills are essential.
