Job Purpose
The Programme Support Officer will contribute to the UNODC project aimed at enhancing forensic science capacity in the State of Palestine. This involves establishing a robust, evidence-based forensic system aligned with international standards to improve the criminal justice system's effectiveness and integrity. The role will focus on strengthening forensic specialists' expertise, enhancing capabilities in DNA trace evidence analysis and disaster victim identification, and establishing modern databases. The position also supports improving governance structures, quality management systems, and policy-making processes, fostering inter-agency cooperation, and conducting training initiatives to ensure comprehensive and reliable forensic services.
Responsibilities
The Programme Support Officer will provide strategic planning and project oversight, advising on operational policies and strategies, and leading the planning, review, and monitoring of workplans, budgets, and implementation plans. Responsibilities include monitoring the operating environment, assessing risks, and managing implementation challenges. The role involves overseeing day-to-day project execution, tracking progress against indicators, and ensuring effective monitoring, compliance, and internal control systems. Financial management, including budgeting, expenditure tracking, and ensuring compliance with UN/UNODC regulations, is crucial. The officer will be responsible for timely reporting and documentation, supporting project revisions and donor reporting. Programme support and coordination involve ensuring alignment with broader objectives, coordinating with stakeholders, and supporting proposal development. Capacity building includes supporting training programs and knowledge-sharing activities. Effective communication and stakeholder engagement are key, as is fostering teamwork and collaboration within the project team.
Work Experience
Requires at least 7 years of relevant professional experience in project management within criminal justice, law enforcement, human rights, or international development. Experience should cover the full project cycle, including financial and operational management, and working with government counterparts and multiple stakeholders. Familiarity with the regional context is an asset.
