People and Culture Officer

Organizational Context

UNICEF in Lao PDR, operating for over 45 years, is dedicated to advocating for children's rights and providing essential services like education, health, and sanitation. The organization works with partners to reach vulnerable and excluded children, focusing on promoting their rights and well-being. The People and Culture Officer will support the P&C team in implementing services that enhance client capacity and align P&C management with business objectives, anticipating needs and developing solutions.

Job Purpose

The People and Culture Officer will contribute technical expertise to the UNICEF Lao PDR People and Culture (P&C) team, supporting the implementation of P&C services. The role aims to enhance the capacity of clients to achieve their business goals by anticipating P&C-related needs and developing aligned solutions. This involves providing accurate advice on P&C processes and policies, supporting strategic P&C initiatives, and contributing to the development of global policies and procedures. The incumbent will also support learning and capacity development, and contribute to P&C data analytics to inform decision-making.

Responsibilities

The People and Culture Officer will collaborate with the P&C team in Laos, reporting to the P&C Officer and shared supervision from the Deputy Representative Operations and P&C Manager. Key responsibilities include: Business Partnering: Supporting clients with P&C needs through research and data analysis, providing advice on P&C processes and policies, recommending solutions for P&C issues, and compiling data on gender equity and cultural diversity. Strategic People and Culture: Liaising with HQ, regional, and country offices to support corporate P&C strategy formulation and implementation, researching best practices, and contributing to policy development. Service Implementation: Supporting specific P&C functions (e.g., recruitment, career development, performance management, learning & development), analyzing issues, and recommending solutions. This includes supporting staff well-being, inclusion, psychological safety, and P&C communication efforts. Learning and Capacity Development: Assisting in designing and delivering learning plans, mapping competencies, researching cost-effective learning products, and providing orientation for new staff. Data Analytics: Collecting, interpreting, and analyzing P&C data to inform HR strategies and supporting data quality systems.

Work Experience

Requires 3 years of relevant experience. Experience as an HR/P&C generalist, preferably with a background in Learning and Development, is preferred. Knowledge management, network support, and information sharing are important. The ability to conceptualize, innovate, plan, and execute ideas, as well as transfer knowledge, is essential. Experience within UNICEF or other UN entities is considered an asset.
