Job Purpose
This role provides substantive technical, analytical, and programme support to the Global Maritime Crime Programme (GMCP) under the UNODC. The incumbent will assist in the design, implementation, monitoring, and evaluation of programme activities, ensuring alignment with UNODC priorities and regional realities. Key contributions include identifying technical assistance needs, developing strategies to combat maritime crime, and supporting project planning and management. The position involves research and analysis of maritime crime trends, contributing to policy coordination, and drafting substantive reports. The role also supports the organization of workshops and meetings, and assists with administrative, procurement, and financial processes to ensure effective delivery of GMCP objectives.
Responsibilities
Provide substantive support for the design, implementation, monitoring, and evaluation of Global Maritime Crime Programme (GMCP) activities, ensuring alignment with UNODC priorities and regional operational realities. Contribute to identifying and analyzing technical assistance and capacity-building needs for maritime law enforcement and criminal justice authorities, developing strategies to strengthen responses to maritime crime. Offer technical and programme support for project planning and management, including reviewing project documents and budgets. Conduct research and analysis on illicit trafficking and maritime crime trends in the Mediterranean region to inform programme planning and decision-making. Draft and review substantive written outputs such as reports, briefing notes, and publications. Provide organizational support for meetings, workshops, and training events. Assist with administrative, procurement, and financial processes for GMCP activities, ensuring compliance with UN regulations. Monitor project budgets and expenditure, and support timely activity implementation. Participate in field missions to provide technical input and monitor programmes. Facilitate coordination with national counterparts and stakeholders to enhance programme coherence and effectiveness.
Work Experience
Requires seven years of relevant experience at the national and/or international level in social work, programme management/support, maritime security, criminal justice, or related fields. Demonstrated experience in supporting programme activity planning, implementation, monitoring, and reporting is essential. Experience in coordinating capacity-building activities and working with stakeholders on maritime crime or security programmes is desirable. Familiarity with UNODC's Border Management Branch (BMB) and maritime crime programmes is required. Proven experience in drafting high-quality reports and communication materials is necessary. Proficiency in MS Office applications and data management tools is expected.
