Organizational Context
The United Nations High Commissioner for Refugees (UNHCR) was established in 1950 to protect refugees and resolve global refugee issues. Job Purpose
This role supports UNHCR's efforts in Chad to ensure the protection and resilience of refugees through education. The incumbent will work closely with the Ministry of National Education to implement the National Refugee Education Strategy 2030, aiming to provide access to the Chadian education system for all newly arrived refugees. The position focuses on strengthening community-led protection activities and ensuring refugees, particularly children and youth, can access quality education. The role also aims to enhance refugee participation in educational programs and support their transition to higher education and livelihood opportunities, contributing to long-term resilience and local solutions.
Responsibilities
The Community Protection Associate will support and build the capacity of refugee-led organizations (RLOs), Community-Based Organizations (CBOs), and women-led organizations (WLOs) through assessments, tailored training, and organizational development. This includes strengthening their operational, financial, and programmatic capabilities to lead community protection activities. The role involves mobilizing communities, facilitating participatory protection assessments, and supporting community protection networks, youth groups, and women's committees in identifying risks and implementing community-driven solutions. Promoting local and youth leadership in program planning and implementation is key. The Associate will advocate for the role of community structures in coordination forums, ensure adherence to protection principles, AAP, and safeguarding standards, and support feedback and complaint mechanisms. Contributions to youth engagement, skills development, and livelihood components aligned with Mastercard Foundation priorities are expected. Data collection, community monitoring, and protection analysis using participatory tools will be supported, along with documenting lessons learned and contributing to reports. Collaboration with national authorities, community actors, and humanitarian partners is essential, as is representing the project in relevant coordination forums and adapting approaches to challenging contexts. Regular field visits will be conducted to support implementation and monitor progress.
Work Experience
A minimum of 3 years of national or international professional experience in community-based protection, education, or relevant programs. Experience with refugees and humanitarian actors is advantageous, as is prior work with the UN or other international development organizations. Proficiency in French is required, with English as a working language.
Skills
Professionalism, integrity, teamwork, respect for diversity, planning and organization, effective communication (oral and written), flexibility, and a sincere commitment to the principles of volunteerism and the UN/UNHCR mission. Strong IT literacy, including MS Office, database management, and a driving license for 4x4 vehicles on rough terrain are desirable. Cultural sensitivity, adaptability, and the ability to work independently and under pressure are essential.
