Organizational Context
UNICEF, a UN agency dedicated to children's rights, has been active in Lao PDR for over 45 years. It collaborates with the Government, particularly the Ministry of Health, to enhance health systems and RMNCAH services. The UNJP, a joint programme involving UNICEF, WHO, and UNFPA, focuses on integrated RMNCAH service delivery, governance, capacity building, and improved monitoring, aiming for sustainable results.
Job Purpose
This UNV assignment seeks an experienced UNJP Coordinator to lead the overall coordination of the Joint Programme on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) in Lao PDR. The role is crucial for ensuring coherent planning, implementation, and monitoring across UN agencies (UNICEF, WHO, UNFPA) and government counterparts, particularly the Ministry of Health. The coordinator will act as the primary liaison, supporting programme alignment with national priorities and donor commitments, and ensuring timely delivery of results for the programme's final phase (2026-2031).
Responsibilities
The UNJP Coordinator will serve as the central focal point for coordination and communication among UNICEF, WHO, UNFPA, the Ministry of Health, and LuxDev. Key duties include organizing and supporting programme governance mechanisms (Steering Committee, Joint Management meetings), preparing agendas, minutes, and follow-up actions. The role involves coordinating high-level missions, technical visits, and major programme events, including preparing briefing materials. The coordinator will lead the preparation and consolidation of annual joint workplans and budgets, monitor programme implementation against plans and indicators, and consolidate technical and financial inputs for progress and donor reports. Additionally, the coordinator will monitor the use of the coordination budget and track related expenditures.
Work Experience
A minimum of seven years of relevant experience is required in programme coordination, public health, or development cooperation, with experience working with government counterparts, especially Ministries of Health. Experience in coordinating multi-agency programmes, preparing workplans, budgets, and progress reports, and facilitating stakeholder coordination is essential. Familiarity with UN administrative and financial procedures is desirable.
Skills
The role requires strong coordination, facilitation, and relationship-building skills to work effectively with diverse stakeholders. Proficiency in planning, organization, and problem-solving is necessary. Excellent oral and written communication skills are essential. Solid computer literacy, including Microsoft Office applications, is required. Commitment to teamwork and UN values, including Care, Respect, Integrity, Trust, Accountability, and Sustainability, is expected.
