The United Nations Capital Development Fund (UNCDF) is the UN's catalytic finance entity for Least Developed Countries, mandated to mobilize capital for sustainable development. UNCDF deploys financial instruments to attract public and private finance for the 2030 Agenda. In the Democratic Republic of the Congo, UNCDF implements the Sustainable Energy 2 Programme, funded by CAFI and FONAREDD, to reduce deforestation and emissions by scaling clean energy solutions. This role supports investment activities within this programme.
Job Purpose
The Investment Officer will support UNCDF in originating, assessing, structuring, and monitoring blended finance and investment operations. The role is crucial for catalyzing private sector participation and strengthening access to finance for sustainable energy value chains in the DRC. The assignment aims to build a pipeline of impactful investments, foster partnerships with financial institutions and private sector actors, and ensure synergy between investment deployment and technical assistance. This position contributes directly to the Sustainable Energy 2 Programme's objectives of reducing deforestation and emissions through clean energy solutions.
Responsibilities
The Investment Officer will be responsible for identifying and sourcing potential investment opportunities aligned with UNCDF's mandate and programme objectives. This includes screening counterparties and proposals, conducting due diligence on financial, operational, and ESG aspects, and supporting the design and management of Calls for Proposals/Expressions of Interest. The role involves assessing financial institutions for potential partnerships, analyzing their products and capacities, and developing engagement concepts. Additionally, the officer will assist in structuring blended finance solutions using UNCDF instruments, preparing transaction documentation, and coordinating with co-financiers and internal teams. Monitoring investment activities, portfolio performance, and reporting on ESG and impact metrics are key duties, along with participating in field visits for verification. The role also requires coordinating with programme and technical teams to ensure coherence between investment and technical assistance, and contributing to knowledge sharing on lessons learned and best practices.
Work Experience
Requires 7 years of relevant professional experience, including development finance, energy finance, or emerging market investments. Experience in underwriting grants, debt, or guarantee instruments, and engaging with financial institutions and MSMEs is essential. Familiarity with UNCDF/UNDP processes is an asset, and knowledge of the DRC financial and regulatory context is desirable. Professional certifications are advantageous.
