Gender and Humanitarian Expert
Organizational Context
UN Women is the UN entity for gender equality and women's empowerment, working globally to set standards and support Member States in implementing laws and policies for women and girls. In Mozambique, UN Women is expanding its coordination mandate to Gender in Humanitarian Action (GiHA) due to the deteriorating humanitarian situation. This expansion aims to enhance gender equality programming throughout the humanitarian program cycle and ensure the diverse needs of all genders are considered in response efforts.
Job Purpose
This role supports UN Women Mozambique's expanded mandate in Gender in Humanitarian Action (GiHA) amidst a worsening humanitarian crisis in Mozambique. The expert will co-chair the GiHA Working Group, focusing on integrating gender across the humanitarian-development-peace nexus. Key contributions include advancing focus on women and girls in humanitarian efforts, coordinating gender analyses and knowledge products to inform gender-responsive responses, and building the capacity of humanitarian partners, particularly local women-led organizations, to enhance their participation in humanitarian planning and response.
Responsibilities
The Humanitarian Expert will lead the GiHA portfolio in Mozambique, providing strategic policy guidance and technical advice to UN Women and humanitarian stakeholders. Responsibilities include contributing to country strategies, advising senior management on GiHA, WPS, PSEA, AAP, and GBViE priorities, and leading humanitarian interventions. The role involves designing, implementing, and managing humanitarian programs, developing proposals, and providing oversight to partners. Support will be given throughout the Humanitarian Programme Cycle, including inputs to appeals and response plans. The expert will track program performance, prepare reports, and support information management and advocacy. Capacity development for humanitarian stakeholders and local organizations on GiHA, GBV, SEA, PSEA, AAP, and gender mainstreaming is crucial. The role also entails representing UN Women in coordination mechanisms, co-chairing the GiHA Working Group, supporting inter-agency assessments, contributing to resource mobilization, and developing advocacy materials and gender analyses.
Work Experience
A minimum of 7 years of progressively responsible work experience is required in humanitarian/development program implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. At least 5 years of experience in data collection, analysis, and M&E is needed, along with 5+ years working with humanitarian sectors, civil society, international institutions, and donors. Technical experience in gender mainstreaming, GiHA, PSEA, and Accountability to Affected Populations (AAP) is essential. Experience in a humanitarian/development context is an asset.
