Job Purpose
This role supports UNICEF's HR transformation and OneHR strategy by enhancing the global HR delivery model. The Human Resources Officer will manage recruitment processes, from advertising to job offers, ensuring efficient and client-oriented support for allocated positions. The assignment focuses on developing and implementing proactive recruitment strategies to address talent gaps, assess and select candidates for current and future needs, and contribute to knowledge transfer and capacity building within the Recruitment Administrative Services (RAS) team. The goal is to foster a people-centered HR function that excels in strategic talent management.
Responsibilities
The Human Resources Officer will manage recruitment processes, liaising with hiring managers to initiate and plan for assigned posts. Key duties include implementing recruitment steps such as advertising, longlisting, candidate assessment support, writing selection reports, and guiding reference checks. The role involves driving a rigorous talent assessment process, screening, evaluating, and interviewing candidates to understand their qualifications. Developing diversity sourcing strategies and building external partnerships are crucial. The officer will create and maintain candidate rosters, process approvals, and coordinate with the GSSC for offer processing. Responsibilities also include creating dashboards to monitor recruitment progress, providing inputs for recruitment plans, conducting client surveys, and analyzing recruitment data for reporting. Additional duties involve supporting the development, testing, and deployment of automation tools for RAS, designing and implementing dashboards for SLAs and KPIs, developing performance metrics, and generating reports on automation tool performance. Collaboration with project teams, communication, and change management is essential, along with providing training and support to users of new RAS tools.
Work Experience
A minimum of three years of experience is required, with at least two years in human resource management within an international organization or large corporation. Experience managing recruitments in UNICEF is an asset. Proficiency in HR information technology systems, best business practices, and tools like SAP, Talent Management systems, and CRM is expected. Experience with SLAs and KPIs, Microsoft Suite, and setting up shift work is beneficial. Strong analytical, project management, and communication skills are necessary.
